This report and the attached tables descr;b~ the turrent status of nonconforming uses in Palo Alto. Information on the status of nonconforming USES hilS been perlodfc.a11y distributed til the Co:.mc11. 1wenty five out of 32 nonconforming uses that are subject to terminatio~ will be required to c~ase operation on July 20. 1993. aackground An earlier sta.tU$ report on this subject was sent to the City Council on A.pril 12, 1990 {see CMR:l46:0}. Current informet,on on nonconfanm1ng uses, ~hich is discussed ~n the ft:)'11owing paragraphs and appears in the attached tables, was obtained from field surveys conducted in March 1992. Status of Nonconforming Uses Table I: Ncr. Conformio.Uses SlJbiect to Termir.ati{)n In 1990. there were 41 r!oncanfo't"mfng uses subject to termination. Curre~tlYI as a result of the conversion of some of these sites tQ conforming uses and Qthers becoming vacant. there a~e 32 nonconforming uses subject to a specific ternination date. T,""~r1ty·fi .... e of these uses will be required to terminate on July 20. 1993. M05t uses with a 1993 termination date became nonconforming as a result of the new zoning that was applied tnroughout many areas of Palo Alto in 1978, pa~ticularly along sections of £1 Carnine Real south of Matadero Creek. Currently 11 of these nonconforming uses with a 1993 terreinatio~ date are located along E.1 Camino Rei.l. The SElien nonconform1nq uses with late-r termina tion dates will be required to terminate at various times between 1999 and 2018. Tne two uses required tn terminate i~ 2018. i.e., [1 Camino Veterinary H~spita1 and lana; F1ow~rs on E1 Camino Real, were gra~ted extensions to their original termjnation dates in the early 1geOs. The amortization period for 1001 and 1017 Em€rson exp;rej in 1991. and new uses on these sites must be consistent with the R-] lonirlg designa tion. Two of the other ~acant uses, Anton Lap~e Car Ser¥ice and Imperial Auto SQles, that ~ere former automotive se~vice uses located on El Camino Real~ were recently vacated. Findings and Summary The number of nonconforming uses subject to t~rm;nation has declined since 1990, reflEcting rede~e1opment or (onY~rsicn of sites to (onformin9 uses or vacant buildings.
