REPORT IN BRIEF
The purpose of this report is to recommend that the city Council
adopt a Budget A.me~dment ordinance (Attachment I) to provide
additional funding for F¥ ~991-92, for the santa Clara county
Congestion Management Agency and the CoItll't'lutl;r Net'Work. The
ordinance would transfer the sum of $4~IOOO from the Reserve for
Capital Projects to the: Department of Planning and Community
Envil:orrment ('transportation Division), 'Which overSCE.s fundirlg
requests fer these two organizations.
BACKGROUND
Palo Alto has an ongoing commitment to financially support and
participate, at both the council and starf levels, in the
congestion Management Agency and Commuter Net...-ork. w'"hen the City
Council approved the budgE't for fiscal ::.rear 1991-92, it \r{3S
assumed, based upon available preliminary information, that Palo
Alt~'s share of funding for the congestion Management Agency and
the Commuter Network ~culd be as follows;

RECOMMENDATION
staff recommends that Council adopt the attached Budget Amendment

AMENDING THE BUDGET FOR THE FISCAL YEAJi 1991-92 TO PROVIDE
AN ADDITIONAL APPROPRIATION FOR CONGEST'IuN ).[At;AGEMENT AGENCY AND
COMMUTER NETWORl{ FUNDING
WHEREAS, pursuant to the provIsions of Section 12 of Article
III of the Charter of the City of Palo Alto~ the Council on ,June
24, 1991 did adopt a budget for fiscal year 1991-92j and
WHEREAS, the City of Palo Alto participates in the santa Clara
COUrlty congestion Management Agency and the Co.aunuter Network; and
WHEREAS, at the time of the adoption of the 1991-92 budgetJ
the congestion Management Agency and the Commuter lletwork had not
yet adopted their 1991-92 budget; and
WHZREAS, based on the adopted Dudget of the congestion
Managem.ent Agency, the City of Palo Alto share of the budget
increased from ~hat was originally budgeted by $42,000;
NOW, THEREFORE, the Council of the City of palo Alto does
ORDAIN as follows:
SEcrI01"J .. The SU!Il of Forty T;.ro ThCiusand Dollars ($42,000) is
hereby appropriated to contract services in the Transportation.
Division Budget of the PlaI"'Jling Department and the Peserve for
Capital projects is correspondingly reduced.
SECTION 2. This transaction will reduC'.e the Reserve from
$5,398,595 to $5,356,695 as of March 31; 1992.
SECTION~. The Council of the City of Palo Al too hereby finds
that the enactment of this ordinance is not a project under the
California Environmental Quality Act and, therefore, no environmen
tal"i~pact assessment is necessary.
SECTION 4.
Municipal Code,
adoption.
As provided in Section 2 .. 04~375 of the Palo Alto
this ordinance shall become effective upon
