This report recommends Council approval of the FY 1991-92 budget
fer the South Bay Disch~rqers Authority. No additional City funds
are requested. The South Bay Dischargers Authority (SBDA) was
fOralea to provide a study of the effects of the three publicly
owned treatment plants south of the Oumbarton Bridge (located in
San Jose/santa Clara, Palo Alto, and Sunnyvale) on the San
Francisco south Bay. The bylaws of this organization require that
the annual budqet be approved by each municipality.
piscussion
The five-year study was completed in August 1987. At the April 11,
1991 meetinq vf the SBDA, Council Member Emily Renzel vas elected
Chairperson. The SBDA t as a jOint powers authority, accepted over
$2 .illion in state and federal qrants and is legally responsible
for these qrants. correspondence f['"om the Environmental Protection
Agency (EPA) indicates that it will not be performing a formal
fiscal audit, as was requested last year. If the EPA does not
schedule the audit by April 27, 1992, the SBOA will be notified
that the project will be closed out; and SSDA could disband at that
tille~ The 1992 meeting of the SBDA wi 11 be scheduled at the
discretion of the SSOA Chairperson. It is anticipated that the
meetinq would be scheduled after the April 27, 1992 audit closeout
date.
The FY 1991-92 budget for the SSDA is attached. Ttle initial clean
water qrant is sufficie.nt to fund the FY 1991 .. 92 budget. The
beginning fund balance for the F'i 1990-Sn budget (consisting of
grant funds I agency contributions and interest) is estiroated to be
$438,000. Administrative expense budget is $12,500.
