This report is the periodic upOate of the Citywide "Stop Inlen;ection System Mal'". Included
is a staff recommendation to install stop signs on Forest Avenue at Guinda StreeL
Staff recommends that the Cily Council refer this report to the Policy and Procedures
Comntittee for review and con,ideraoon at its May 21, 1991 meeting.
BACKGROUND
The Citywide "Stop Intersection System Map," (available for reference in the Transportation
Division, Cily 01 Palo Alto) was originany adopted by the City Council several years ago.
The construction of new streets. changes in traffic patterns., and the need to resolve safety
issues and respond to citizen reques~ necessitate that the City Council periodically consider
changes to the systeIIL
CURRENT UfDATE
The last review 01 tbe "Stop Intersection System Map' was dane in December 1989. Councll
approved the instanation of stop signs at two kx:ittions and removal of stop signs at one
location.
This report is in response to a rcque:it to instaU stop signs on Forest Avenue at Guinda
Street. Exhibit 1 shows the kx:.ation and a sketch of the intersection. Forest Avenue is i!o
through street and traffic aD Guinda Street is controned by stop signs. The neaIes.t traffic
controls aD Forest Avenue arc at Seneca Street in the easterly direction, and at Middlefield
Road in the westerly direction.

A request to instlln stop signs on Forest Avenue was previously evaluated in 1987. As.
result of that evaluation, ·~way' signs were instaned below Ibe e>i<ling stop signs 10
indicate that cross traffic did not stop. l)L1ring 1988 and 1989 only one accident was
reponed at this location.
HQ11iCvC.r, in December 1990, a review 0{ accidents at fJoJs location indicated thai six
accidents occurred during 1990. These accidents were primarily cause<! by drivers running
Ibe stop sign.' while traveling in Ibe northbound direction. Although field observations did
not ,bow any -" .. ibilily problems, the """ting stop signs were replaced by larger size stop
signs, and 'STOP' legends were painted on the street in order to improve driver awareness.
In addition, the matter was also discussed with the Police Department regarding necessary
enforcement efforts in the area.
However, Ibe problem of drivers running Ibe stop sign at Ibis particular location apparently
onntinuea, as evidenced by an accident reported in April 1991 involving a driver who ran the
northbound stop sign. Staff believes that making this intersection a 4-waJ stop will reduce
the number of accidents at this lor..ation.
ENylRONMENIAL ASSfSSMENI
Instanation at stop signs is categoricany exempt under the California Environmental Quality
Act and no assessment is necessary.
RECOMMENDATION
Staff recommends that Council adopt Ibe allached resolution modifying the "Stop
Intersection System Map~ t to add SlOp signs on Forest Avenue at Guinda Street.

RESOLUTION OF THE COUNCIL OF ';'HE CIT"! OF PALO ALTO
AMENDING THE CIT,'liIOE STOP INTERSECTION SYSTEM MAP
WHEREAS, a stop Intersection System Hap was adopted by the
City Council of the city of Palo Alto pursuant to Resolution
No. 4291: and
WHEREAS, traffic situations necessitate the amendment of
the Stop Intersection Systam Map from time to time.
NOW, THEREFORE, the council of ~e City or Palo Alto does
hereby RESOLVE as follows:
SECTION 1.. The modifications to the existinq stop siqn
system, as set forth in Exhil:d t 1.. attached hereto and incorporated
herein by reference, are hereby adopted as an amendment to the City
of Palo Alto' ·st~ Intersectior. System Map.-
