Nonpoint Source Pollution Control Program

This is an informational report on the status of the city's public
outreach efforts for the Storm Orainage Nonpoint Source Pollution
Control program. No Council action is required.
Baclqround
Nonpoint source (NPS) pollution, consisting of oil/grease, heavy
metals, suspended solids, and other pollutants which enter the Bay
via urban storlllwater, is a growing concern in t,he Santa Clara
valley. In response to this problem, Palo Alto has joined ~ith 12
other South Bay cities, the County of Santa Clara, and the Santa
clara valley Wat~r District to form the santa Clara Valley Nonpoint
SOurce Pollution Control Proqram (Program). The program has
daveloped a five-year Stormwater Management Plan to reduce the
detrimental effects of NPS pollution on San Francisco Bay. The
Pl8.n includea previsions. for new regulatory controls, increased
maintenance, recycling, and hazardous ~aste disposal activities by
public agencies, and a public education/outreach program.

The Program has developed a NPS Pollution Fact Sheet and a general
informational brochure for use by the individual cities, in
conducting their public education/outreach efforts (see attached).
These documents describe NPS pollution in qeneral, simple terms and
offer practical suggestions on how the public can help to reduce
this problem. staff has placed the brochures at literaturE racks
throughout City Hall, libraries, community centers, interpretive
centers, and other public facilities. In addition, they will be
distributed at household hazardous ~aste collection events, the
Annual Fire" Safety Show, and 'When tours ar5' conducted of fire
stations and the Regional Water QUality control Plant. The fact
sheet has been sent along with the brochures to the Chamber of
Commerce, the peninsl1la Conservation Center, local schools and
various neighbo~hood groups.

include molar oil, car -exhaust. c:hcmicals, eroded soil. detergents,
pa.ir.ts, and any other discarded material carried through the stann

In Santa Oara Vaney, storm wa!er is ca.rried 10 the South San
Francisco Say from storm drain outfans .nd natura.l st"ream
channels.. Because these drains are separate from house:hold sewer
systems, NPS ponuta.MS flow directly into the Bay without
treatment.

In the past. municipal public works personnel, regulators, and
C'01K'er'led dti.zens paid scan t attention to sto:m water runoff on the
&5Sumption that these water5 were relatively "clean," Waste
warer treatment planfS were seen as the primary source of water
poDutants. Nationwide studies over-d'le last 15 years, however,
have revealed that runoff from 'Urb;in al"N5 contains the same
ponutants fcund in dL5dw'ges from sewage t:re;J.tme~t plants.. In
addition .. water ponution from nonpoint sources has increased
relative to poinl sources ilS. result of improved equipment and
JUbstanWIl investment into w .. ~..r treatment plant operations.
On the basis of these findings. munidpalitin. and regulators have
recerltly focused on a.mtrolIi.ng NPS ponutants. Their act!:ons are
C'Um!nUy aimed. ,al idi>ntilying the source of urban M.l neff poIlu tints
and redudng the quantity of pollutants entering streams, creeks and
other receiving wa;ter bodles.
In a year with typical ninfal!. the South B.ay receives
approximate1y 23.6 billion gallnn5 01 wa ter-Itom ttle storm dra[o
system. This (low enters th~ Bay rrom flood control channels
directJy. or Irom Coyotl: Cre-ek. Goadalupe JU\ler. and other
tn"bularies thaI recei .... e flow from storm. water outfaJIs. Once in the
Bay. stormwater...oome ponutants build up due to the limited
ciTcuIotion of the South Bay.
The water and ponutants flowing: from stc.nn drain outfans come
from a network of stonn drains withln .. 72D--squar-e-nule drainage
.area of Santa Oar.l Valley. Storm drains ronect waler runoff from
rainfall. car washint. and lawn watering;. Runoff picks up and
