Status Report on the Palo Alto R~rbor Tmprovgment Project
Members of the Council:
Report in Brief
This is an informational report on the status of the Palo Alto
Harbor Improvement Project. It advises council of plan changes
necessitated by recent information received from the Bay
Conservation Development Commission (BCDC). No Council action is
necessary.
Council approved the aite and design application for the Palo Alto
Harbor Improvement Project on Karch 18, 1991 (CMR:181:91). The
project includes a sailing station, parking lot improvements~ new
public access, marsh restoration and HarbOr Master's cottaqe
restoration. Funds for all York have been budgeted in the capital
improvement program.
During the development of the plans, City staff met frequently with
representatives of the BCDC to obtain informal guidance. BCOC
indicated that its official review would take place only after the
City had approved the. plans. As BCDC's review could result in plan
changes, Council gave City staff authority to make non substantial
modifications to the project without requiring a second site and
design review process.
Piscussion
Due to the sensitivity of the project# BCDC has required that the
harbor plans be submitted to its Design Review Board before
proceeding to the full Commission. In the process of preparing a
submittal to BCOC-last month, city staff was made aware for tbe
first time, that a portion of the parking lot area was vithin the
bay zone. The bay zone is defined as an area balow 7.3 feet in
elevation, which must be treated as bay and cannot be filled.
Unfortunately, approximately 50 percent of the parkinq lot ranqes
from 7.1 to 7.3 feet in elevation. In order to avoid major changes

in the dealqn to accommodate this requirement, staff is modirylng
ita su..bmittal to BCDC to eliminate the parking lot element frnll the
project altoqether. .Instead, the existing parking lot would be
used to service the sailing 6tation~ No till would be involved,
thus keeping the City 1n compliance with bay zone requirements. In
addition, a proposed picnic area and the changing area would be
r.located outside the bay 20ne.
staff will submit revised plans to BCDC for the July meetinq of the
C~is8ion's Design Review Board. Due to delays in obtaining
BCDC'e approval, staff also will request an extension of time for
meeting the January 1992 deadline on converting four acres of the
harbor area to marsbland. This is a mitigation re.quirement imposed
on ~e city tor past dredqinqs of the yacht barbor.
staff will return to Council with a report on the harbor status
atter receiving comments from BCDC's Desiqn Review Board.
