The. purpose of this report is to provide information t'eqardinq a .inor project desiqned to create a riqht-turn lane on Welch Road at P~steur Drive. This is an informational report and no Council action is required. BACKGROUND As a part o£ the -Master List of Intersection and Roadway Improvements Aqreed to by Stanford University as Mitigation and COnditions of Approval-(revised September 21, 1987}, stanfordis required: Cal to prepare and submit an annual Level of Service {LOS) Analysis Report for selected intersections, and (b) make specified improvements When the level of service at any of the intersections exceeds LOS -0". The 1990 Level of Service Analysis Report indicates that conditions at two intersections have triggered the need to proceed with specified i1nprovements. One of the intersections is Welch Road at pasteur Drive wbere the specified improvements include, {a) add a traffic signa1, (b) add a right-turn lane on Welch Road (south [west] bound), and (c) re-stripe pasteur D~ive to create t~o lanes on each approach ~ 'lbe second intersection i6 at Alpine Roadl Junipero Serra/Santa Cruz Avenue intersection where the specified improvement is to add a separate right-turn lane on Alpine Road (north [east) bound). IMPROVEMENTS AT WEICH ROAD/PASTEUR DRIVE INTERSECTION '!'he improvements. at the intersection of Welch Road and pa.steur Drive will be implemented in two phases. As an interim phase, CMR:271:91 -, , • ~: -~-------~~--------- o stanford will be addinq the right-turn lane on Welch Road by simply re-atriplng the. lane lines to accommoda.te a right-turn lane within the existing curb lines, along with ~elated siqning an~ bus stop cbanqes ss illustrated in Attachment A. This is a low cost improvement that 1& expect~d to produce a notable benefit and will be accomplished within the next several weeks. Tbe final phase will be the installation of a traffic siqnal at the Welch/pasteur interBection~ includinq re-stripinq Pasteur Drive to create two lanes on each approach, widening Welch Road to create a right-turn lane (if lane alignments so dictate), and other modifications related: to installation or the traffic signal~ Operationally. due to the separation between the two legs of pasteur Drive, this is oS complex intersection for efficient traffic slqnal control. Therefore, stafr believes it is better to coordinate implementation of the re-striping or the Pasteur Road approaches (and the ultimate resolution of the right-turn lane on Welch Road) with the desiqn and construction ot the traffic signal. staff is working with stanford to develop an appropriate design for this final phase improvement and expects that it will be constructed in 1992. Meanwhile, the interim phase project provides some immedi~tel low cost benefits. IMPROVEMENTS AT ALPINE RQAD/JQNIPIBO SERRA/SANTA CRUZ INTERSECTION The additIon of a separate right-turn lane on Alpine Road appears to be physically feasible and would significantly i~prove the flow of traffic for right-turning vehicles I which are nov regularly and unnecessarily blocked by throuqh vehicles waiting for the traffic signal. Since this project is within the jurisdiction of Menlo Park and not Palo Alto" staff requested that stant"ord pursue discussions with Menlo Park regarding implementation of this project. Discussion betWeen representatives from Stanford and Menlo Pa~k resulted in a request from Menlo Park that any improvements to the subject intersection be delayed until after the Henlo Park City Council has approved a General Plan Amendment (Attachment B). ENVIRONMENTAL ), S 5ESSME,NT creation of the right-turn lane on Welch Road is a minor operations improvement that is categorically exempt under the California Environmental QUality Act. This intersection is under the jurisdietion ot the City of Menlo Park.. We he-ve approached Menlo Park about constructing the specified mitigation. They are not ready for usa to construct the .itiqation at this tlae, as you ~n see in the attached letter fro. Menlo Park.
