'.1 June 6, 1991 TH£ HONORABLE CITY COUNCIL Palo Alto, California Public HeArings -Assessments for University Californ1~ Avenue Are~ Parking Bonds -Plan G: Members of the Council: Ave.nue Area and FY 1991-92 Each year a public h~arinq is beld on the assessments for the parkinq bonds for the University Avenue Area and California Avenue Area, as required under Section 13.16.150 of the Palo Alto Municipal CodQ (Exhibits A and B). This report describes the assessment setting procedures and recommends that Council adopt the appropriate resolutions. Sa ckground Parking bonds issued under Bond Plan ftG-(Section 13.16.150, Palo Alto Municipal Code) require that a public hearing be held annually (the second Monday in June) on the assessments ~hich ~ust be levied to pay principal and interest on the bonds. The purpose of the publi~ hearing is to allow each property owner the opportunity to question the computation of his/her assessment and the elements which comp~ise it, that is, the square footage of each occupied building, the off-street parking requirements for the usage, and the off-street parking provided. Assessments are levied on the basis of building square footage, with a credit given for the off-street parking proviti~d by the property owner. An addendum is attached which lists changes ItI,ade to the assessment rolls since the estimated assessments were sent to property o~ners within the districts on May 15, 1991 {Exhibit C). The addendum modifies assessments due to changes in criteria (square footage, vacancy, etc.} brought to staff's attention since that time. It may be necessary to have a second addendUm available at the Council meeting which reflects changes brought to staff's attention over the last four days. The public hearing for one or both of the assessment districts will have to be continued, if last minute information is received by staff ~hich cannot be verified and included in the amended rolls. -1- CMR:268:91 --------. ..... --~.-'-..... -... Uniyersity Avenue District. Lot J Refunding and 250 University Ayenue Aoquisition: Refinancinq of bonds on an eXisting five level parking garage {Lot J) and acquisition ot one level of public parking (250 university Avenue). On Oecember 17, 1984, Council increased parking permit fees in the California Avenue Parking District to pay tor all maintenance costs, includin9 sweeping, landscaping, signing and lighting. Staff has been accumulating information about the actual cost of maintenance via the new accounting system. Based on the past two fiscal years' experience, no maintenance assessment will be levied for FY 199~-92. It maintenance costs exceed permit revenues in any futurs year, the shortfall will be recovered by levying an assessment as provided for in the California Avenue Off-street Parking Maintenance District. Environmental Impact Assessment For the purpose of environmental impact assessment procedures thiE is not considered a project. An environmental assessment is n~t required.
