F"mal Rule: 49 CFR Part 199, Control of Drug Use in Natural Gas and Hazardous Ugpid Pipeline Operations requiring gas distn"bution systems to implement an anti-drug program including trainin8. testing. provision of an employee assistance program and a wrinen policy for employees performing certain pipeline related functions. We have me~ ronEeITed and reached agreement with Service Employoes' International Union (S.E.LU.) regarding the impact of specific administr.tive procedures required to implement the anti-<lmg program. The implementation documents include an amendment to the City Merit Systems Rules and Regulations to incorporate certain procedural violations as causes for discipliDaI)' action.
