COUNCIL Palo Alto, California Household Hazardous Waste Disposal Program -Budget Amendment Ordinance and Increase in Change Ord~:r __ Authorit..Y to Contract No, COQli417 Me:JDbers of the Counc i 1 = Report in Brief This :report provides council with inforJDation on the monthly Household H"zarcSous waste Disposal Program for FY 1990-91, and requests that COlL~cil approve the attached Budget Amendment Ordinance and authorize. additi?nal change order authority to Contract No~ CO~12.17 with Safety Specialists, Inc~ for $150,000 to fund the Program throuqh the remainder of FY 1990-91~ Funds are availab1e in the FY 1990-91 Refuse System Improvement Reserve. Piscussion The Household Hazardous Waste Disposal Program {program) began in 1.983 a.s a pilot proje.ct in response to community concerns about the safe use and disposal of hazardous substances commonly found in the home~ Since the Program's inception, 28 quarterly and 3 monthly collection events have been held~ In June 1990, CO\Oncil awarded a contract for an amount not to exceed $260,000 to Safety Specialists, Inc~ for collection and disposal of both City"'qener-ated and household hazarcious waste during FY 1990-91 (CMR:35S:0). At that ti~e, an Add Alternate to the base bid was awarded which implemented a monthly Household Hazardous Waste program. Attachment A provides SUlI'llUsry information on the events held to date in FY 1990-91. The cbanqe to monthly ever.ts has resulted in increased participation by residents~ The typical quarterly event served approxiaately 540 households, while the first three monthly e\lent.s in September, october, and November have served a total of 822 bous&holds, at a total cost of approximately $87,509 ($106 per participant)~ Expenses to date for FY 1990-91 tor the Program ar~ $150, 190~ Be-cause of increased resident participation, staft eatl .. tea that an additional $~50,OOO will be necessary to fund the Household HazardoUs waste Proqram portion ot the contract tor the -1- 5 o remainder of F'i 1990-91. Therefore, staff requests approval ot the attached Budget Amendment Ordinance in the amount of $150,000. Zn the event that participation exceeds this estimate, staff will return to Cou~cil tor additional funds to complete the FY 1990-91 Proqram~ The quantity of City-generated hazardous waste remains relatively constant, and no additional fu~din9 is neeoed for this portion of the contract. The need tor additional funds results from the positive acceptanee of the monthly Proqram by Palo Alto residents. Their participation diverts hazardous wastes from the landfill and the City sewer system, thus benefitting th~ environment. Therefore, stait will continue 'With the monthly pr-oqram unless council directs otherwise. The Operations and Water Quality Control Divisions of the Public Works Department have evaluated the Program's contribution toward reducing pollutant discharges into th~ bay. staff has determined that the Program can further reduce pollutant discharges, and during the FY 1991-92 interim budget process. staff will racommend that funding for the Program ba sharGd by the Retuse FUnd and the wastewater Fund. Recommendations staff recoamends that Council: 1. Approve the attached Budget Amendment Ordinance in tha amount of $15G,OOO from the Refuse system Improvement Reserve. 2. Increase the City Kanaqer's or his designee's authority to negotiate and execute one or acre change orders to contract No. C0012417 with satety Specialists 6 Inc., ths value of all of 'Which change orders shall not exceed $150,000. This represents an increase in staff's authority from $0 to $150,000 for all change orders. Respectfully submitted, ;fZ~~ JlICHAEL H. MILLER Deputy Director, Public Works ~rations anager DAVID G.
