Rejection of Bids

Report in Brief
This report recommends ~hat council reject all bids received on
November 6,. 1990, for structural modifications to the Police
Department winq in the civic Center~
Background
A project for structural improvements to the Pol ice Department wing
vaS approved as pa.rt of the 1991-92 CIP budget. The project
includes the addition of concrete shear walls on three sides of the
buildinq winq, e~tel~in9 from the basement level of the parking
qarage to the roof.
DilCUS§jiPD
On November 6, 1990" five bids were received for the \IIork which
ranged from $1,035,659 to $1,777,514 (see attached bid summary).
The lowest bidder did not submit a bid bond and the second lowest
bid of $1,011,000 is over the enginee='s estimate of $915,110.
Based on discussions with the bidders, staff klelieves that the
construction cost can be reduced by lenqthening the construction
period and by modifying the technical specifications to allow
alternate methods of canst-ruction. Therefore Jl staff recommends
that all bids be rejected and the project be rebid with new
specifications incorporating the changes discussed above. It
shoUld be pointed out that new bids vili likely result in costs
which are still above tile project budget of $500,000. If
necessary, a recommendation on rundinq the shortfall will be ~ade
at the time staff returns to council with the ne~ bids.
Staff does not believe that Q delay in the start of construction
will subject the occupants of the building to increased risks, as
there is no immediate danqer.
