T'his report requests Council approval of the Request fot' Concep'tual
prcposals for the To .... er Well site.
In 1988 council approv'=!d a staff reco,runendation to abandon and
dispose of four of the City's ten wells, including the To~er well,
located at the corner of Alma Et~eet and Hawthorne~ On June 11,
1990, the City Council considered the recommendation of the Single
RooU't Occupancy Committee. 'which 'Was created to address the issues
related to the preservation of the City's single-rcOlll 0ccupancy
(SRO) hotels. One of the initial recoUl1!1endations of the SHO
Committee was to commit the Tower Well site for a new SRO develop
ment. At this meeting, a number of neighborhood residents raised
concerns about potential neighborhood impacts from an SRO at this
site~ The Council concluded that the SRO Committee recommendation,
to use the Tower Well site for a~ SRO, was premature and deserved
further public process, and forwarded this SRO Committee recommen
dation back to the Planning Commission for review and reco:r.;11len
dations.
The SRO committee met twice, on August 20 and again on September
24, 1990, to reconsider the recommendation regarding use of the
Tower Well site. In response to neighborhood concerns and the

increased intere5':. in the site by a nUlT.ber of parties, the SRO
commi ttee amended their original recola"":lendation for use of that
site. The SRO com~.ittee' s new-re.;om~end~tion ""as for the Council
to consider the To;..rer Well site for an SRO but make no commitment
for at least a year.
Prior to this ti~e, the Cou~cil bad also referred dispositicn of
the Tower Well site to the Council's Financa Committee. On October
30, 1990, the Finance committee deferred taking action on th~ staff
recommendation, that a request for proposals (RFP) be issued for
the To~er Well site, until after public hearings were conducted and
a recmnntendation .... as received from the Planning commission on the
SRO subco~~ittee's report.
On November 14, 1990~ the Planning Commission considered the
recommendations of the SRO committee. The Planning Com~ission also
considered a separate staff recommendation to initiate an RFP
process for proposals for use of the Tower Well site~ us~ of an
RFP process was recollUTtended by staff to establish a structured
process and framework for consideration and evaluaticn of the
various proposals yhich were being discussed informally and
reported in the press at the ti~e. The SRO committee did not favor
u~e of an RFP process.
The Planning COlnl'!1ission believed the issue needed further stUdy and
created a To~er Well site Subco,,~ittee to make a recommendation to
the Planning Comc.ission~ The Tcwer Well Site Subcommittee met
t~ice, on January 24 and February 5, 1991, and concluded that use
of an RFP process 'oolas appropriate as long as the proposals were
ccncaptual and ~ere prepared in compliance ~ith specifically
identified criteria. The Subcommittee developed the concept of a
Request for Conceptual proposals (RFCP) and the specific items to
be addressed. The conclusions of the Subcommittee were presented
to the Planning co~~ission on February 27; 1991, which unanimously
endorsed them, ~ith minor revisions in text and item order of the
RFCP requirements.
The Planning C';:,rnmission's reco~~-,endations were considered by the
Finance Co-mmi ttee on "1"pril 16, 1991. The Fi nance Committee
unanimously recommended adoption of the Planning Commission
recoml'nendations to initiate a RFCP process to consider possible
uses for the Tower well site, with two minor changes in the item
order of the RFCP requirements. The Finance CO!!\1t'Littee. favored
staying 'With conceptual proposals for the benefit of nonprofit
organizations, but wished to have the PI~nning Commission consider
use of an expanded public notice process, with more than just
mailed r.oticing, to incorporate the neighborhood in the process~
On May 28, 1991 the Counci I passed a motion directing staft" to
proceed with a nine-month Request for Conceptual proposals for
reuse and disposition of the Tower Well site, including the
guidelines, criteria and spe-::ific content items; listed in Attach-

Planning and Real Estate Divisions.
Request lor conc:ept'Y ... ..LJ?roposals
The attached RFCP corlsists of an Information Flyer (summarizing the
offering) and a proposal Package {incl~ding the Proposal Require
~ents and Procedures, Proposal Forms, Proposer's Questionnaire and
Environmental Assessment Worksheet). In accordance with the
guidelines approved by the Council on May 28, 1991, the R~CP allow~
for-proposals involving either the sale or lease of the property ..
Proposals are due nine months from th2 time of the offering of the
RFCP.. All other guidelines, criteria and specific content items
approved by the City Council {listed in Attachme!"lt 10.) have been
incorpor~ted into the RFCP. The RFCP is su~rnarized in Attachment
B.
Upon approval of the: proposal package by Council, staff .... ill
advertise the proposal in local ne""spapers and send the Information
Flyer to interested persons or organiz<)tions. Proposals ..... ill be
accepted until December 15, 1992 at 3:00 p.m., when sealed
proposals will be opened. Prvposals and proposers will then be
reviewed by a committee comprised of City staff represp.ntatives and
members of the Planning Commission and Human Relations Commission.
The evaluation co~mittee will oake recommendations regarding the
proposals to the Human Relations commission and the Planning
Commission as recommending bodies to the Finance Committee and City
Council. The proposals -will be: evaluated using the criteria
approved by Council and described in the proposal package, and the
proposals and recommendation for a successful hidder -will be
forwarded to the city Council.
Any environmental assessment required by the California Environ
mental Quality Act ""ill be performed in conjunction -with 'Lhe City's
discretionary review of the proposed project during the option
period.
Staff re~omrnends that the Council approveo the attached RFCP and
direct staff to solicit proposals for the To-wer Well site.

l~ While the RFP process is not al~ays the manner in ~hich the
City has disposed cf properties in the past~ in this case it
is an acceptable ~ay of obtaining conceptual proposals from a
variety of sources to be evaluated by t.he city. It is
advisable to ensure that the proposals remain conceptual in
nature; the~eforel the process should be called ftrequest for
conceptual pro~osalsN (RFCPj in this case. It is understood
that any future proj ect 'Which might he selected during the
RFCP process WOuld. subsequently be required to obtain all
necessary zone change and develop~ent approvals through the
regular planning permit process.
2. A lonqer-than-normal, nine-month time line should he
established for responding to the RFCP, in order not to put
nonprofit entities at a disadvantage to other developers.

Once conceptual proposals have been received and the RFCP titr.e
period. is closed, the review process for considering and
recommending to city Council on the various proposals should
inclUde review by the Planning commission and the Human
Relations Commission, as recomre~ndin9 bodies to Finance and
Public Works and the City council.
The neighborhood will continue to be involved in the process
through direct agenda mailing to' individuals en the Tower Well
Site mailing list and through normal public noticing of the
Planning Cc~~ission and Human Relations commission ~eetir.gs.
The RFCP should encourage proposals to include the following
Characteristics:
a~ Providing for an identifiec public need, e.g., child
care, SRO housing, low~income family housing and family
projects such as single-parent transitional housing;
b. Uses with loW" traffic and parking impacts on adjacent
residential neighborhoods;
c. Use and design compatibility ~ith the adjacent neighbor
hood;
d. Compliance 'With the PC Zone district regulations.

and objectives (set forth in the Comprehensive Plan,
Zoning Ordinance, Municipal Code);
c~ The impact of the proposed use (compatible services and
uses, traffic impacts, noise impacts, energy conserva
tion, etc.) upon~
-The immediate neighborhood,
The community generally. and
-The environment;
d. The history and assessment of the proposed group's
ability to carry out the construction, if any, and
operation of the facility and services as proposed; and
e. The monetary consideration to be provided to the City.

I. Information Flyer
The information flyer surn~arizes the offering and ~ill be sent
to interested persons or organizations. The Information Flyer
includes the fcl1o~ing infcrmation:

(75' x 112.5') formerly used 1\5 a municipal 'Water well. The
well has been sealed; well facilities and equipment remain on
the site and include a 79-foot high reinforced concrete tower,
30-feet in dia~eter, and a small adjoi~ing building of 210
square feet at ground level~ Estimated cost to remove the veIl
facilities and equipment is $150,000. The site is adjacent to
commercial uses on the north and east, 21,nd multiple !a::nily
residential uses on the west. To the south across Alma Street
is the Cal train station.

A. C>ENE:RAL STATEMENT OF INTENT OF REQUEST FOR CONCEPTUAL
PROPOSALS

Since 1988 when the City Council approved the abandoTUlent
and dispoSition of the Tover Well site, interest in the
use cf the property has arisen from a number of different
sources in the community. Several groups and individuals
have exprEssed their interest in the site for uses such
as low and moderate income housing, a day care center,
a residential development, a single room occupancy hotel,
and varying uses incorporating the existing tower
facility. Given the competing interests in the conuaunity
as to the us-e of the site, the City is circulating a
Request for Conceptual Proposals to dstermine the use
and disposition of the site.
Depend1ng on which form of disoo:;ition is most
appropriate to the proposed USE, the city is prepared to
offer an option to sell the site to the successful
proposar or offer an option to lease it under long term
lease.
GUIDELINES AND CRITERIA FOR CONCEPTU.~ PROPOSALS
The City encourages proposals with the following

B. EVALUATION OF PROPOSALS
Proposal documents will first be revi~wed and evaluated
by a committee :nade up of representatives of city staff
and members of the Planning commission and Human
Relations Commission4 This evaluation committee vill
make recoInll'.endations regarding the proposal'S to the HUman
Relations Commission and the Planning Commission as
recommending bodies to the Finance and Puhlic Works
Committee and City Council. The review process may also
require the proposer to make a verbal presentation4
Proposals will be evaluated using the following criteria:
1. The extent to which the proposal use satisfies a
public need;
2. Consistency of the proposed use ~ith eKisting City
goals and objectives (set forth in the
