Funds are available in the 1992-93 Refuse Fund Op6rating Budget. Background 1'he HHW Management Program began in 1983 as a pilot proj ect in response. to cC1"i\1"i\unity concerns about tt-.e £~!e -.;.se and disposal of hazardous substances commonly found in the home. since the proqram's inception, 28 quarterly and 16 monthly collection events have been held. Attachlnent A provides a sUlr..mary of the event.s h.eld-to-date in IT 1991-92 and compares program results 'With the same period in }'Y 1~90-91. During each of the monthly and qu~rterly events, staff conducted a survey of each vetdc1e participating to determine the number of households the Vehicle represented. The survey results indicate vehicles delivering wastes to the HHW events have increased 27 percent in comp~riscn to the same six-month period in FY 1990-91; the number of households. taking advantage of the program has increased 23 percent ever last year. The. quantities of HHW collected for landfill disposal in F¥ 1'391-92 have declined by 32 percent over the same period in F¥ 1990-91. The enactment of state and federal regulations banning the land disposal of particular hazardous ~astes and changes in the management of latex paints have resulted in a decline of 32 percent of HHW being landfilled in a Class I (Hazardous waste) Landfill, and contributed to a 48 percent increase in the number of drums being disposed of through incineration. A portion of the incineration waste stream is ma~aged through recycled fuel blending -1- CMR:159:92 1 --, , :::>: '. ":""'-.,~:-", -, : :J~i3;(~f-' -_ - programs where the wastes are refined for use as fuels in cement roanufacturing. LateY-paint being recycled through the HHW program has increased nearly 200 percent over the same period in F¥ 1990- sn. A portion of this increase can be credited to changes implem~nted i.n the :managemer_t of latex paints. At the request of the staff, Household HazWaste, Inc. has begun to recycle all latex paints received at the eVEnts _ Prior to this request, only 1 gallon and larger containers of latex paint ... ere recycled4 The smaller containers ... ·ere labpacked for landfill disposal due to potential inefficiencies in handling many smaller containers4 The increases in participation rates and quanti ties of ",-as-tes diverted to more costl~{ incineration disposal have resulted in cont.J:"actor costs increasing only 8 percent over the same period last fiscal year. The cost per househc!d participating in the program has dropped 12 percent frolll $132.47 per participating household to $116.43 per household. The increased participation in the HHW program represents an important diversion of hazardous substances from the Landfill, sanitary sewer, and storm drain systems and provides a benefit to the polluti~n preventicn requ.irements for these systems. Palo Altors monthly HHW Program is recognized as a model program and is the primary short-term alternative for the city's Household Hazardous Waste Element submitted to the State of California for achieving HHW management goals. Dlscussjon In June 1990 1 Council awarded a thre.e-:r~ear contract, subject to annual contract renewal for the second and third years, to Safety Specialists, Inc. for the management of both City-generated and HHW (CMR:358:0). The contract value was $260,000 per year. At the time of award, an Add Alternate to the base bid was awarded, ~hich i~plemented the monthly HHW program_ In November 1990, Council approved a Budget .Amendment Ordinance and provided change order authority to the City Manager for the contract of up to $150,000 to continue with the ~ontt.ly program (CMR:585:0). HoW'"evE:r~ the ct.a.nge order authority only covered the first year of the contract. In February 1991, Council approved an amendment to the contract ~ith Safety Specialists, Inc. which provided the City~s consent to assign the HHW services portion of the contract to Household HazWaste, Inc. (CMR: 161: 9 1) 4 This was necessitated by the purchase of the HEW management group at Safety Specialists, Inc. by Household HazWaste, Inc. The renewal of the contract ~ith Household HazWaste, Inc. for the second year ~as exercised by staff for FY 1991-92 beci:I'..ise. the company's performance: has been exceptional and they had agreed to hold prices firm for the second year of the contract.
