The FinaTlce Department completed an audit of tr.e Pub1 ic Works
Department in Decemper 1991. One recc:-:',r'.Endation in this audit ~was
to contract out a small street repair project in order to campa.!"!?
in-house costs YJith contractual services. Staff had previously
identified that street repairs were needed on ths5s streets and
deve.loped tl"~is project to r€spond to th8 fi !"lance De.'oartrrent ' s
recomt'lendation. Staff has campi led the ccsts assoc i i"lted '"d th
preparing this p:.-oject including 6ocul".er.t preFar~tion, bidding,
award and inspection.
The cost for in-house pavemEnt maintenance prograrr,s is based on a
six-inch thick pavement restc'ration. The thid:ness of the paving
on this project required only a i"Qur-i.'1ch thick pave!t1ent restora
tion. staff bas adjusted the costs to cO~Pdre the sjx-inch versus
four-inch section, by inc~easinq the a~ount of asphalt ~hlch would
have to be remove.d and replaced l"'.ad it. been Co six-inch section.
After adjusting for the additional asp~alt, the cost compa~ison is

Using the comparison above, the con':.r-actor's bid ' ... 'as approxirr.ately
4 percent b~low in-house costs. using the other bidder's C05tS j
this project could have cost as rr.uch as ] percent below to 73
percent above in-house costs.
Work under this contract consists of pPTfot"!'1ing base failure
repairs on four streets in Pale Alto (J..ttach'-.ent A). These streets
were identified in the Pavement Mainte~a~ce ~an3ge~ent System as
needing repairs to deteriorated surfaces.
Bidg were received from six qualified contr~ctors, a; 5hc~n C~ the
attached summary {Attachment B). Staff re:::or:1~ends that the bid of
$31,760.25, submitted by E1 Ca!':'.ir.o Paving, Inc. be deter:rnir;ed 1:.1'
Council to be the lo' ... est responsible bid and that the contract be
awarded accordingly. This bid is 30 percent belo~ the engineer's
estimate of $45,683.00.

Recommendation
staff recommends that council:
1. .\.pprove and authorize the !·L1.YC'Y to execute the at'Cached
construction contract (Attachment C) with El ca~ino Paving,
Inc. in the amount of $31,760.25 for the Base Failure Repair
project.
2. Authorize the City Yanager or his designee to negotiate and
execute one or more change ord~rs to the constructio~ contract
'ltl'ith El Camino Paving, Inc., the total value of ,,'hich change
orders shall not exceed $3,250.
