a1rlendrnent to tne Board of Supervisors. L'ufiC"lg discussion of the
item, 3 representative of the four j','est l.'allcy citie:s (Ca~pbell,
Monte sereno, Saratoga, and Los Catos) expressed the cities'
concerns that their landfill site, ~~i~h is Cua~alupe Landfill in
San Jose .. ""as being proposed as the only site fer disposal Clf T.r,SW
genera.ted throughout santa Cl.ara CO'J.nty, and suggested that
alternative sites be considered. The Ccm~ittee considered

a nonhazardous f~rrn. An initial study cf the environ~e~tal i~pact
of this project -was completed by Santa Clara CCUrlty in Octob€-r
1991, and a proposed Negative Declaration for the project .... as
issued by the county of Santa Clar-a ~epartment of Planning and
Development on October 22, 1991. the acceptance of TASW ~il1 not
cause Guadalupe Landfill to exceed ics a~~~al per:itted disposal

WHEREAS, the Solid Waste Managem~nt Plan for the co~nty of
Santa Clara, 1989 Revisicn (the 11~CSh~Fn) ""as prepared and adopted
according to the requirements of Califo:-nia Government Code section
66790 et seq., ..... hich was subsequently repealed and replaced b)t the
Integrated waste M<lnagelIl.ellt Act of 19B9 (Pub. R€'s~ Code, ! 40000 et

WHE'REAS, the CoSWMP constitutes the principal countywide
solid waste planning aocumer::t for Santa. Clara County (the "County")
and its cities; and
WHEREAS, Policy 14 of the CoS\"'MP provides an application
process for requests to import nonhazardous solid ~aste into the
County; and

jurisdiction, in complial"!ce with the application pr.:::'cess, 5ubmitted
a duly completed application for an amendment to the CoSlr."'MP to

Description of methods t, id to screen far ha~Qus wastes.
L\.:fC metals collects a repre5€ntative one-pound sampie of the TASW every half·
hoW'" during nonnal operations. TI1ese sampies .lor€' combined to form a composite
sample, and at the end of each day, the .collective sample is used to ()btain tv.·o Dne
pound samp!es. Each week, t..l,.e combined daily samples are composited and
submitted to a State certified hazardous -; ... ·aste testing laboratory for analysts.
Pending TecE'ipt of the laboratory analysis, all treated wasre which is generated
during the week is batc.h_ed, stoc...'l..:piled and kept completely separate !rom t.1-...e next
week's batch. Upon receipt of ~aboratory results confirming compliance I,.\'ith
designated waste limits, the material is shipped wit.l-., accompanying documentation
to a. landfill [or disposal. Under::his protocol, no waste is shipped for disposal
without demonstrating conformance 'with the designated waste discharge limits,
As requir€d by the Regional Water Qu.lity Control Board (RWQCB), L'vIC ~1etaJs
conducts modified Waste Extraction Tests on the TASW hvice a week. L\''fC
conducts these tests using fresh ieachate from Guadalupe and Ox 1,fountain landfills
~o confirm the nonhazardous designation of the treated waste, Copies of these test
results are sent to the R\OVQCB as part of Guadalupe Landfill's qUa!'~erlj' Self
MonitOring Report. As required by DHS, LMC also conducts Total Concentrahon
Leaching Procedure tests ev2f)' six months using citric acid.
Impact of disposal oj the wasfc in Santa ClAra County:
According to Guadalupe Landfill the disposal of this waste will have no significant
impact on the countywide solid waste rr..anagement system. The proposed disposal
amount will co:nstitute approximately 6% of th.e Guada:upe LandiiIl waste stream
and less than 0.7% of the entire oountyv.'ide waste streaiIL

Guadalupe's Landfill's Solid Waste Facility Permit recE'iveci final approval from the
Caiifornia Integrated Waste Management Bo",d (ClWME) on October 30, 1991.
Waste re_ductiQn strategy:
The TASW is a result of a recycling operation, and all usable material is removed
before treatment, testing.. and disp~a1. The re5idual mate.~a1 is currently considered
unrecyclable. All necessary precautions are taken to minimize the toxicity of tl"te
waste and render it nonhazardous before :t is shipped to GuadaIupe Landfill. No
further waste reduction efforts are planned.

The TASW is generated at the L\.·IC Metals shredding :acility in the Port of Rf'dwood
City. App.roxim:3.tely 25% of the material that is shipped to the plant originates In
Santa crara County. Santa Clara County materials processed at the facility consist of
auto bodies,. white goods, and loose tin. L'\fC gE'nerates 160 tons of TA5\V per day,
of which 40 tons (25%} is currently being disposed of at Guadalupe Landfill.

cubic-yards of compacted fill material LMC has requested that the amount of waste
imported and disposed in Santa Oara County be allowed to increase or decrease
based on the documenfed tonnages of material shipped from Santa Clara County to
the plant for processing.
Composition of the waste maJ~Ji_al to be imported jilJl_Q ___ dis;poscd:
TASW consists of. road dirt that adheres to Cell" bod;es; plastic and cloth from
-upholstery; foam rubber frem seats; glass; fiberglass insulation; ground-up,
nonferrous metals; and small pieces of ferrous metals which a'!'e too small to be
extracted from the shrecided material. These materials are stabilized by the addition
of a polysilicate blend and a cementitious material. The constituents of L~S
treatment piocess add little volume, are nonhazardous, aI'I.d are used in other

Management Board in regard to the Negative Declaration' prepared for a
proposed amendment to the Santa Clara County Solid Waste Ma.!tag=tent

The letter from the Waste Management Board i. attaclled. nus document
summarizes the Board's comments and provides responses.
Comment 1; Darify how LMC Metals will track the tonnage of waste
automobiles shipped to Redwood City versus the tonnage of treated waste
returned to Santa Clara County for disposal at the landfill.
Response: LMC Metals currently tracks the tonnage of automobiles recei "eJ
from various sources via a computer. They iLlso keep records of the tonnage
of waste being exported. The monitoring program adopted in conjunction
with the Negative Declaration will require LMC M.tais to provide an annual
report to the Office of Toxies and Solid Waste Management stati."g the
tonnage imported to their facility for processing versus the tonnage of waste
exported to the Guadalupe la"dfill. (See attached monitoring program.)
Comment 2: Define:;.he "CE-rnentitious" material used to stabilize the
shredder residue.
Response: The cementitious material is portla."1d cement.
Comment 3: Discuss the differe."1.C'e in treatment of the "oversized" and
·undersiz~d· particles remaining after shredding.
Respons", As noted in the lloard's letter, the undersiz.ed particles are those
that are fine enough to fall through a screen 1= ted near the end of the
treatment process. The.;e fine particles dre metallic fragments and bits of
other .r..1aterial. If untreated .. they are considered hazardous because the
leachate in the landfill on break them down. resulting in the release of heOl'Y
metals.

In 1988, the State Department of Health Sorvices (DHS) performc-d a series of
tests on auto shreddor waste, based on Title 22 procedures. They found that
the fines could be treated sufficiently by encapsulating them In cement or a
silr.ilar bonding agent, thus preventing their breakdown when exposed to the
acidk liqulds potentially present in a landfill. Based on that and similar
.",dies, DHS allows the encapsulated Hnes to be disposed of at Oas. ill
landfills.
The 1988 study ;llso evaluated the potential hazards associated with disposal
of oversized materials. These oversized mate..';als include pieces of foam
rubber, plastic. rubber, wood, window glass, and "/luff" remaining from the
seats and carpeting. Tne study Indicated that no heavy metals or other
haza:rdous tr.aterials result from contact between the oversized materials and
typical landfillleac:hate. Since the waste was found to be non-hazardous by
DRS, it car. safely be disposed of at • Class ill la.'ldfill without further
treatment.
