Background
The Electric Utility Underqrounding program is now primarily
focused in areas where Pacific Bell will be able to participate
under the quidelines established by the California Public utility
commission. Exhibit 'A' shews the current and future underground
districts for which funds have been budgeted in the five year
Electric capital Isprovement Proqram (CIP)a In the area
designated as 1, the underground system has been in operation
since July 1990 and the overhead poles are presently being
remo~eda In the area designated as 2, also ~~~T. as MidQlafield
Road 'O'nderqround District, the s'ubstructure installation is in
progres5. Area 3, -designated in the CIP BS Downtown Palo Alto IV
Underqround, is planned for underqroundinq Quring FY 1991-94 and
area 4, designated in the CIP as Downtown Palo Alto III
Ur.derground is planned for undergrounding <luring F'i 1990-93.
These two projects (Area 3 and 4) are being exchanged in the
design and construction schedule. The reason for shifting the
project areas betveen the two fiscal years is to enable staff to
coordinate underqrounding of area 4 with the Palo Alto Medical
Foundation Expan5ion/Ren~vatlon project which has not been
approved yet. Costs of both projects ~re the same in the CIP.
This undergroundinq project will result in the removal of 50
poles and provide underground service to 93 parcelsa
