This report recommends that Council reject the bid receivea on July
13, 1990 .. from %onger Johnson Construction Co. for the maintenance
of 4S tennis courts in the city of Palo Alto.

Bids ~re solicited rrom qualified contractors to provide tennis
court .aintenance far a three-yea~ period from 1990 to 1993. only
one contractor responded. staff carefully reviewed and analyzed
the bid and attemptea, unsuccessfully, to renegotiate the contract
with zonger Jo~~on. staff believes that a lower .aintenan~e cost
could be achieved by combining these ~ervice5 with our landscape
maintenance contract, which is scheduled to go to bid in July 1991.
The larqer contract package would en---ourage more competi ti ve
bIdding, re&ulting in an overall reduction in CQst for tennis court
maintenance. In the interim, temporary staff ,.,i11 be used to
JIIaintain the tennis courts., ;e!t a cost to the City of less than t..~e
amount of the Zonger Joh. .... son bid. FUnds are available in the Parks
and Gelf Division 1990-91 Budget to cover thi~ expense.
