Council is now ~equested to confirm the ~election of the priorities and refer them to the respective standing committees_ council Priorities ~or _~9~ The two priorities are: palo Alta'. Eco~ic Future. follo"odng: Included in this priority are the address the structural problems that stand in the way of balancing revenues and expenditures for the long term; conduct an organizational review that will provide a comprehensive objective analysis of the organization and its staffing patterns and identify poss ible areas of further economy and efficiency; continue the analysis and determination of appropriate levels of service, with emphasis on the delivery systems of such services to establish higher standards of efficiency and quality customer service. leo-pie i» ~risis. Work with the Human Relations Commission .. the Youth Council, the Palo }I.lto Unified School District and other SChClOl communities to identify specific problems that are appropriately remedied by City intervention. The Coun~il directed that opportunities should also be sought to incorporate int~ the priorities the consideration of Palo Alto's relations witt. its immediate neighboring jurisdictions. council Members also staten the importance of setting "'tnileposts" to assure timely progress toward accomplisr~ent of their objectives~ as ~ell as a year-end review of the priorities. During the weeks that the ~ouncil Members ~ere evaluating potential priorities, citizens made use of a coupon published in the Palo Alto weekly to submit their suggestions for Council priorities. As they were received, these coupons were copied and distributed to council Members in their Council packets. However, a complete ta~ulation of responses ~as not provided, At Council request this has no~ been done and the results are attached to this staff report for your information. It ~s recommended that the Council confirm the selection of Palo Alto's Economic Future and People in crisis as the t'Wo Council priorities for 19924 It is furthet reco~ended that the Economic Future priority be referred to the Finance committee and the People in Crisis priori~y be referred to the Policy and Ser~ices committee and that each committee shall further refine the definition of the llriority, propose m,echanisms for involvement of the cOmIllunity, set forth mileposts by \ihich progress on t.he priority can be measured{ and report back to the Council. ~~pectfuIIY submitted, JI/I.'
