In September 1990, staff advised the council (CMR:477:0) that the
state's 1990-91 adopted budget contained provisions which allowed
counties to impose fees on local aqencies for costs incurred in
booking persons arrea:ted by local aqencies i and to charge a fee for
the" collection or property taxes from all entities receiving
property tax.
We have now received fairly firm information from the county of
Santa Clara O~lo the amount to be assessed tor property tax
administration, and preliminary estimates for bookinq fees. Palo
A1to will be charged $113,473 for property tax administration for
fiscal. year 1990-91. The full amount viII be deducted from the
City'S January advance, and any additional monies required will be
deducted from the February adjustment.
staff from the County is planninq to make a fornal recommendation
on bookinq fees to the Board of 'Supervisors on December l~ 1~90.
The County has provided cities with four scenarios on charges.
cities have been informed that the probable recommendation will be
the hiqhest amount~ which for Palo Alto will translate, ~o $400,384
in fiscal yeac 1990-91. Details of how often billings ~~ll be made
and wbe~~er a retroactive billing will be made in January for the
first two quarters of the fiscal year remain to be ~ecided~
staff is developinq a plan of suqqested ways to reduce the budget~
council will be kept informed of staff's progress, and the subject
will be agendL~ed for consideration in the near future.
Respectfully submitted,
