Background The California Department of Water Resources has made ~rdnt funding available for local creek, re.storatioi"l projects through its Urban streams Restoration PIograrn. The Program i$ intended to fund projects 'With the primary objective of flood or erosion control, while maintaining or enhancinq the natural charact.eristics of a stream.. The Program also stresses community participation~ In order to qualify for funding, grant applications must be co­ sponsored by a public agency and a private citizens group .. Applications are judged by the amount of support for the proposed projects from local residents and other public agencies . . Q:i,.scu5sion The Friends of San Francisquito Creek and the Cit}' of Menlo Park. are co-sponsoring a gr2.nt application (Po.ttachr.,ent 2) to fund projects to enhance San Francisquito Creek. As Palo Alto is an affected public agency, the Friends of San Francisquito Creek have asked for a Palo Alto city council resolution endorsing the grant application. The proposed projects include creek clean-up, removal of concrete rubble, bank revegetation, and production of a videotape documentary of the creek. as it currently exi~ts. The po1itical jurisdiction/agencies indude the City of Mo:nlo Park, the City of Palo Alto, the City of East Palo Alto. the San Mateo County Flood Control ~istrict and th.e Sante Clara Valley Water District and each has agreed to support t~~ above described e~aluation procedure. Most of the year, the creek 'oed is dry except for water introduced by the drainage outfalis. During the rainy season, large ::;tream flews occur, several times resulting in flooding of the banks ~long the eastern end of the reach. The banks crt'! natural, except for lr;diV'idual and uncoordinated bank stabilization prejects, some done by property owners, and some by the cities of Menlo Park. and Pa10 Alto. There is natural vegetation along tne banks, supplemented by plantings by pr-operty owners and the citie~. Natural vegetatlon exists on the banks except INhere erosion and bank stabi1ization projects have prevented its surviV'al. The creek bed is generally compo)ed of rocks varying in size from sand through graV'el to larger rock'S. Natural V'egetation tends to grow there during the dry season. These treatments are diverse and rm.ist be c.oordinated in adjacent areas with the natural stream flow and with each other, both in function and appearance. It has eroded that bank so much that three trees ha~e so fare fallen into t~e creek. The members of these cOlTlTlvnities have already dem')nstrated tnat there are educational benefits from the presence of this <:reek. ever the last two years the Friends of San FrancisQlJ.ito Creek have presented well attended msetings an eaer. of the following subje~ts; history of the creek, ecology of the creek, archaeology of the creek, hydrolcgy of the creek, and the function of a creek in an urban env; ronment (thi s 1 ast subject was presented at a meeting of the 1'!!,;"i~IO Park City Council). It is antiCipated that this project will corrtlnue to height{!n public awareness and interest in the creeK, that our educational meetings will continue, and that ellen more privat! citizens will enjoy nature walks and bird watching along the creek. As f:Jof technical contributions, it is foreseen that our experienc~ with this project will demonstrate the h~rmonious integration of several diverse bank stabilization techniques which ~omplement, rather than interfere with one another.
