Members of the Council:
On November 20, 1989, Council directed the Pelice Department to
prepare quarterly reports that summari:z:e citizens' complaints.
This is an informational report of all citizens l complaints
received and investigated by the Palo Alto Police Depa~tment during
the f~urth quarter of 1991. No council action is required.

section 832.7 of the califor~ia Penal Code authorizes the release
of data regarding the number, type or disposition of complaints
(sustained, not sustained, exonerated I or unfounded) made against
Police Department personnel, if that information is in a form which
does not identify the individuals involved. The following report
is issued in conformance with the above provisions and is a sUIfu'Tlary
of all citizens' complaints received and investigated bjo' the Palo
Alto Police Department during the fourth calendar quarter of 1991.
A total of 22 complaints were received during
