The purpose Qf this I"eport is to transmit a letter and accompanying
materials from the Palo Alto Yout.h Council for the ,",'ork/Study
Session to be held \\'ith the City Council and the School Board, The
session is scheduled far Tu~sday; February 11, 1992 at 7:30 PM and
will be held in the Council Chambers. This is: an informational
report end no Council action is required.
Background
The Pale Alto Youth Council is in the process of developing an
action plan based en the findings of their Youth Council survey~
conducted d\lr ing the spring of 1991.
The Youth Council has identified five main areas of concern which
they would 1 ike ,to discuss at the upcoming Work/Study Session:
1. Alcohol & Drug Use
2. Academic Stress
3. Genaer &, Sex"".,;.ality
4. Prejudicial Attitudes & Discrimination
s. Physical ... sex~al, & Emotional Abuse

Dear Members of the Palo Alto City Council 2nd :.he Palo Alto Unified Schoo! Board:
In October, 1991, the Youth Council held a press (:onference to present the
findings of its YOllth Survey to clt)' officials and members of the community.
The Youth Council was re~'aTde.d with excellent newspaper coverage encouraging us
to take the lead in making changes based on the findings of the survey. Schools in the
communi!y began to investigate problems on their campuses by: creating a Stre:!.s Committee
at Palo Alto High, launching at! investig.ltion into racism at Gunn Hig.h, and holding a
Parent-F.ducation meeting at Jane Lathrop Stanford Middle School. Addition>.lly. the Youth
Council prepared presentations for individual groups, such as school administrations and
Planned Parenthood, and began to write a detailed anaJysis of L"le survey with cros.s-sections
by race, sex, and age.
After exchanging ideas with former Mayor Sutorius, Mayor Fazzino, SuperiIltendent Brown,
and City Manager Bill Zaner, the Youth Council agreed :hat a Work-Study session with the
Cit'! Council and the Schoo! Board would be the most effecti ve way to begin to address the
problems identified in the survey. The Youth Council has begun to fannulate an action plan
regarding five main issues: Drug & Alcohol Use, Academic Stress, Gender and Sex.uality,
Prejudicial Attitudes, and Physical, Emotional, & Sexual Abuse.
During the upcoming Work-Study Session, we hope to create 2 specific p!an
aimed at dealing with the above-mentioned five issues. Follo'W'ing this session, the Youth
Counci1 plans to hold a community forum, based on the five key issues, to accept citizen
rnput about bot..'1 the i~sues and the proposed sciutions. 'Ve hope that after citrefuny
apprising our options we wHl be able to implement our plans with the full support of the
CDmmurrity.
We have enclosed a capy of the survey results and a copy of our preliminary ideas for your
review. We ask that you read tht: endosed documents so that we may work together on
tlIese critical' issues facing Palo AltO~S youth community.

social gathering place for teens locale at Mitche~~ Park Community Center; participation in
Red Ribbon Week, a national drug awareness and preventio;] campaign; and spons.orship of
numerous teen socia! activities.
This past yeou-the Council undertook the very ambitious projecl of surveying all Palo Alto
youth. The survey was desig.:led by the Council to help g;ve a more concise piC!lJre of issuf's
and topics impacting on the lives of Palo Alto yO!!th. It was also envislc,ned as the founda
tion for much of the Council's future direction. SpecifIcally. alOf1g ",,:itt helping to celermine
Council polky and program de .... elopment, it would greatiy influence Council recommenda
tions to the Clty on youth affairs.
The survey was the culmination of a proces~ which included numerous intema] rewr1te-s and
revisions and input from a public review group" This review group included students-fronl
iLS Middle School, Gunn and Palo Alto High Schools, and Castilleja School as well as
teachers from Pale Alto and Gunn High Schools. II atso included City and school district
officials. The Sun:ey Committee a,::s.;.) met with admi~istrators and PTSA's from the
individual schools as well as received input from the Santa Clara Coumy C~lild Advocacy and
Delinquency Prevention Cornmis~ion.
The survey was adrninistcrw through the Palo Alto undied School Distric! schools in grades
7 through 12. The rationale for using Sc;:hools was that is was the most efficient way to reach
the maximum nUi1lbcr of people. Schools involved in the project included Gunn and Palo
Alto High Schools, Castilleja and lLS Middle School. We sincere1y .... ··ish to thank l11e

Specifically. the survey was anonymous an~ volun~ry. Sealed boxes were availaole for
completed surveys. Finally, all public dis.semination of survey data would be only given in
the aggregate about PaIo AJ!o youth opinion.s and not on an individual .schaol ba.:;is.
\Vherea.s all tile topic ar-eas of the survey are of impan.an'2e, thi.s overvie">A.' will highlight
areas of concern and/or uniquely interesting information upon which the YOL..l(r, Council ma)
wish to focus as they deliberate recommendations and aLtio~s.

A geJeraI profile of the iU1'\l ey participants show an almost eWJal distribution between maIes
(48%) ar.d females (52%) as well as grades Tepr~sentec!. The age range was from 13 to 17
representing over 85 % of those polled.
The schools were close i1'1 representation, howe','er Pal') Alto High S-chools. s.lightly lower
number may be due to students ha .... ing to come in early or:: their scheduled ia.e day and does
not appear to have affected the results. The Caslilleja figure includes its middje school
students.
Excluding the presumed solitary activities {i.e., listenil1g to music, watching T.V. and
Iea(Jing), Palo Alto youth are very active in sports (school and commur.i!y), {:iubs and
service organizations. However, nearly 50% claimed they d\.) not have enough time or too
much homework tD enjoy their spare time, overvr.·helmingly on the weekends., as mucr, as
they woald like.
Palo Alto~s upper middle class community places a high \.'atue on educatio:1aliao:ademic
achievement. Palo Alto's high schools consistently produce high numbers of national award
winners and rank among the top schools in the state. Also, the city is vInually on the
grounds of one of the most prestigious institutions of higher learning in the country.
Theretore, it is not surprising that 85% of the respondents plan to go on [0 a 4 year college
after graduation.
However. this quest for academic e)(celience coes nc.1t £eem to be without some potentially
dangerous side affects. Ninety-five percent of the respondents claimed that academi: stress
manifests itself by worrying about grades, trying to meet parental and self expectations,
trying to get into the best college, achieving alhleti-:ally and hJ.virJg l!ttle or no socia! life.
Also of concern should be the number of these young people who ignore and/or accept their
feelings of exhaustion, general unhappine.ss, depreSSIOn, school phobia. and drug/alcohol use
as a res'U1ts of this stress.
It appears the challenge is twofold; flnL how do you encourage acaderr:ic excellence \'\"ilr:out
sacrificing mentaJ, phys.ic.al and sc'\':ial growth, second, there needs :c be an ed'.Jcational
support system designed to help teachers, parents and students idenofy w~er. this. baJance is
at ris.k.
Seeking some form 'Of esc.apism, :10 matter how temporary, geneoally accompanies an
imbalance in or.e·s life. There are the ·socially acceptable w;:,ys -going to the movies,
reading. playing music and getting to the great OUldoors. UrlfartL.mate!y, there are also olher
way!» to escape, primarily drugs and alcohol, wh~ch create more proDlen:s than they allegedly
solve.
Drug and alcohOl use tends to be on target With national averages. The national age for fIrST
time drinking is 12 yeais. old, the same as lhe average for the 5ur'>'ey re::.pondenls Firsl time

drug use for survey respondents was higher than the national averag<;;, beglnnil1g at 13 as
opposed to 12.4 years of agO'.!. Also, the n;ltionaI average ~s r,t-arly 2 to 1 in fa .... or of alcohol
over drugs the same ratio for the survey taken.
It should be noted that only high school grades took this po:-tion cf the s~.vey, however,
given the flrst time use statistics, there may be a need ~o disc:.lss. lhe rea!ity of r.1iddle school
drug and alcohol use.
Two major red flags wert" raised by tfle statistics on alcohol use -specifically, the type of
alcohol consumed and the students perception "f par ent.aliad'Jlt accep~a."le.
V/hereas beer (43%) and wine (33%) were \;,c alcohol of choice and require continued
education about their use, the alarming1..,. high use of hard liquor (305(:) requires immediate
investigation..
Alcohol consumption has traditionally been higher than dr:J~ use by young people. One
factor may be society's aui~ude about it -almost as a ite of pass.age tr.w adulthood, which
makes it see.'T1 acceptable. Alcohol ads on tele'vlslon and in magazine; e:1r:ance the percep
tion of drinking as :an 3.t'.r3cti .... e, acceptable, rewarding grown-wp thhg !O do, much the same
way ciga...ooettes are pres.ented.. Drinking is 21so c!epicted as the way to deal with problems and
is used as a..T1 excuse for wrongdoing. Onfor.:un.Hely, alcohol is gC!lera:ly accompanied by
df'Jg cor:SlJmpticn.
It was encouraging to see that over 18% of the sUf\iey :ake:-s irdLoted the), no longer use
druEslalcohol due to health concerns after having educa.ted th..:-m::.ehes. about the dangers of
such activities. .
There may be a need to explore the perceptio:1. by 19% of the res.pondents that their ?Ments,
although aware of alcohol use, are neither for nor agaimt or are moderalely against their
usage_ There needs to be conlinlJed community edu{,2tion :about drugs and alcohol.
Surv;ey participa,.,ts were knowledgeable about re)iJ:.;rces availab>e to ,,'ar.OLl) segments of the
community. They aIso gave their peer-s. c-redit for be::-;g se~'Ja;l) r~s?O:lSoible. Some (oIlo,I,.'
up may be appropriate with regard to the qlJestioll of date :aJ.'e. It would be mare comfort
ing if the 18% who chose nO[ to get involved with known \-'lctims of abuse could exercise
(lther a1ternative~. However, quite encouraging was L1e claim bi' 70% of the respc-ndents
tllat the)' know an adult in whom they would confLr!e about a serious problem.
Lastly? with regards to community know1dge of the Youth Council and the Youth Acti,,'ity
