The purpose of this. report is to request Coun,-"ll approval of the atlached contracts "'ilh
Hewlett-Packard for the development of a City\-\'ide optkal records management system and
the tease-purchase of the necessary hardware 3ml soflw3re to impIe-meLl! the developed
system in Support Services of the POlice Department and !nspectiO;1 Services of the Planning
Department. Funds are provided in the 1991-9~ Capital Improvement Program 19011 and
in the operational budgets. of Information Rf"sources, Support Ser'"ices and [nspection
Services.
BACKGROUND
In June 1988. a r~cords inventory was done to determine w[lat records the Cir.y has, where
the)' are ]ocCl.led, and how many of them there are. BecalJs.e of the volume and impDrtance
of recurds kept, Council funded a records and irr.<!ge IT1ar.agemem nC'c;:ds assessment study
in the 1989-90 Capita! Irnpro ... emen! Prograrr ..

the prrmary focus of the ,rudy W~5 on SL.Jppon Seniie-es. of the Police Depanm~llt and

mCbI likely to benefit fror.1 records imaging technologies and most ap?ropriate for the
opticai records management pilot as propo~ed in the 1991-91 Capital Improvement Program.
Emst & Young recommended an oplical tmaging solut.ion as the m05.t effictcnt, co~t
effective replacement for the manual filing syslems. now ;J~ed by Support Ser...ices and
Inspection Sen-ices. Suppon Services and Inspection ~n:ices ...... ere selected as the fir~t f'il.'O

traasformed into digilal signals thaI are stcred in a computer. The images, onc~ they are
created in the computer, can be displayed. stored, ;;i";m~d or transmitted to other locatlons
as needed, The technology allows for paper documents to be discarded after scanni:-1g
Opt:'cal imaging allows multiple users. to simultaneousl) view documents. and update record
sets by sCiinning in additional information. AI! records are maintained an optical al5~ in ~
central computer or jukeb<Jx. This. elimirl'ate,,> the need to duplicate any records unk~~
printed copies are needed.
The original funding estimated by Erma & Young '\O\:as. S500,()(X); $200,000 was approwd h!
Couilcil in th;:-1991·92 Capital rmprovemem Prcgram ar.d $2:50,000 was recommended for
1992·93. Due to budget constraims, the funding for the optical records management proJe,,-r
in ]991·92 l,I.'a" reduced from S200,OOO to $l(XI,OLI(], and sta'I was asked to in .... esligate !r.e
po~,~ibility of a public/private partnerShip to implement the initial phase of the pruject.
VENDOR SElECTIO=' PROCESS
Because of the fundi,lg limitations. and the liIT'o;led scope of thl! project. the DJ'reClOr (\f
Information Resources requested an informal reque,l,t for propo!tal from the three pnmJr:>
vendors who could meet the City'5O requirement~. as idemified in the Ernst &. YOU:l~
consultant study. These wefe File~e~ Hewleu·Packard and West.ern Office System.;;, Onr:
Hewlett-Packard and \\leslern Office Systems chose to work ..... ith the City to meet the
system requirem.:::nts with the limited fu~dir:g, .

neither Hewlen·Packard nor Western Office Sy5tem~ was able to present a system ~uILltl()n
that could be installed for the $100,000. The PI<.tnning, Police and Information Res.oun:.-es
Deparnnen15 agreed to propo5e a five year lea~e of the hardware from their FY 1992·97
operation budgets to allow the project to Contjrl!,H~, pwvided Council approved apprcpri::J.le
funds for such purpose, Leasing provides the City the option to spread the cost [Jf the
equipment over !Jve years.. The ",OOSt to lease the eq<! ipffi~r,! for five years is $ 13, 11l.
Besides allowing the City to spread the payment for equipment over several years, leasing
permits early buyout at any time duri.'1g the contract, minimizes ob~olesce[jce rj~,k as

upgrades are easily financed, and is cancelable at the end of each fi~cal year, but only if
funding is not available, T::O[ for converlience.
Hewlett·Packard proposed a L'?,\IX based solution, and \\'~s.tern Offi\:e Sys.tems proposed
a Local Area Ne:work solution. The Hewlett-Packard solution \\."as selected becaus:! it best
meets the long-range needs of the City, These indude the ability to add additional
department" 10 the system without system degradation, the ability for information input into
one system to be .exchanged bet',lIee:J. the existing building permi!S and police records
ma.nagemem sY5tems and the optical imaging system in the future, This arrangement meets.
the long-range information systems plan to migrate City applications to a l:t\-TX platform
over the next five to ten years,

The Records Management Project (19011) was approved in the 1990-95 Capital
Improvement Program. The cOn5.Lllting ser..ices funding 2.nd sale!' ta~ on the lea..o;,ed
equipment and sof~'are will come from the FY 1991·92 optical records management capital
improvement program. The lea..-.ed equipment funding w:ll come from the operational
budgets of the t!'Jormation Resources Department, In.'-pe.cticn Services D;VL'i.ion of the
Planning Department and Suppon Services DivisiDn of the Pot ice Departmem starting in
