In response to requests from membe.r-s of the public, Councii approved a staff re;::ommer.dation in 1987 to install listening assistance devices in the City's theatre facilities. That project has been in place for the past four years and public response has been enthusiastic. complai'lts also have been received periodically from members of the public about not being able to hear in the Council Chambers. Even with the present sound system functioning. not everyone can hear all that transpires at meetings held in the Chambers. Council approved a staff recommendation in the 1989 Capital Improvement program to install a listening assistance project in the Council Chaml;,ers. That proj ect is nOIal complete; and the listeninq assistance devices l including operational instructions, will be available to the public beginning ~ith the Council meeting of February 18. Members of the public will be able to pick up the devices at a designated place in the Chambers for all meetings held there. Since staff is not available to check. the listening devices in c.nd out, the public \oIill use them on an honor systel'a. staff anticipates no difficulties with this approach. The installa~ion of this system is a project ~hich ~ill soon be mandated by the requirements of the new American with Disabilities Act (ADA). ADA requires that auxiliary aid~ or services be provided for disabled persons attending or participating in public meetings. Because of the efficiencies created in the implementa­ tion of this system, staff will be installing the same system in the Council Conference Room.
