Report in Brief
This report recommends that council reject all bids received on
April 2, 1991, for the sealing of an abandoned well located on the
tormer ITT property.
Background
A project to seal an abandoned well located on the former ITT
property was approved as part of the 1999-90 CIP bl.ldget. The .. ell.,
which was formerly used as a source of cooling water for the radio
transmission facility, is located near the facility'S septic tank
and is in a state of disrepair. The well must be properly sealed
in accordance "dtb Santa Clara Valley Water District (SCVWDJ
regulations in order to prevent potential grounQwater
contalDination ..
Discussion
On April 2" 1991, two bids were received. for th£ work, one for
$27,378, and one for $31.,400 (see attached bid summary) ~ The low
bid is 10 percent above the engineer's estimate of $25,000, but is
still within the project budget.. However., the bids containelj
numerous and differing exceptions to the bid documents., due to the
uncertainty of the conditions to be encountered while performing
the work. For this reason, staff recommends that the bids be
considered nonresponsive and that they be rejected.
Staff _ill consult with experienced personnel from the SCVWD and
well contracting firms, in order to clarify the project scope of
work and to determine the most likely field conditions to be
encountered. Based upon their input, staff will revise the project
specifications to include a list of assumed project conditions, in
order to provide a uniform basis for comparison of bids. After
re.vising the project specifications, staff will readvertise the
project for competitive bids. The delay of this project caused by
the rejecti~n of bids will have no adverse effects.
