Report in Brief
This is an information report. No Council action is requested.
Attoched is a summary of the City's lobbying ~ctivities relat~~ to
state and federal legislation durinq 1991.
state Legislation
The bills listed on the attached summary are grouped by suhject
areas, ~hich are closely related to the League of California Cities
policy committees and City functional responsibilities. City staff
reviewed many more legislative proposals than are listed here; the
bills included in the summary are those which were actively lobbied
or in Which the City had a critical interest.
Less than ha.lf the bills listed in the swnmary actually worked
their way through beth houses of the Legislature and r~ached the
Governor, or were firmly defeated or died. The City's success rate
can be summarized as follows:

A really accurate pictur-e of the City's effectiveness cannot be
shown until the conclllsion of the second year of the legislative
sessicm. Staff .. ill continue to follow the two-year bills listed
h~re. Bills introduced in 1991 must pass their house of origin by
January 31, 1992 in order to stay alive.
The summarjo' indicates the manner in which the legislators
representing Palv Alto voted on the bills, or 16 bills on 'Which
Assembl~-man Byron Sher cast a floor or c~~~ittee vote, his vote ~as
consiscent with the City's position on 15 (94t). Of 17 bills on
which Senator Rebecca Morgan cast ~ floor or committee vote, her
vote ~aB consisten~ with the City's position on 12 (71%).
Feder§l Legislation
It is more difficult to reduce federal legislation lo!>byinq efforts
to statistics. Each bill in the House has a counterpart in the
Senate, and several bills may be introduced sequentially on the
same issue. Analysis is further complicated by the fact that very
different issues can be joined: under one bill. The City's
communication \r,dth mel!ll:::lers of Congress during the year usua lly
focusas on issues rather than speCific bills. As ~ith the State,
most of the bills in Congress lobbjed by the city have been carried
over to 1992.
Conclusio!'l.
There are a profusion of bills introduced each year which in some
way relate to areas of interest to the City. ln most instances,
the city must re.ly on the l.e.a~!~ ~f Califcrnia Cities (Lee) and the
National Le2gue of C~tie5 {NLC) to ~ork in its behalf on
legislation. Notations on the ~ummary indicate those bills that
were of priority to the Leagues. The City's effectiveness 'With its
legislators is greater if its efforts are directed at critical
issues.
The le.gislation which the City actively lobbied during 1991 ..... as
selected for one or mere of the following reasons: The bill
related t~ a Council priority; the council has an existing position
on the subject of the legislationj or, at the request of a Council
Member, advis~ry board or commission, other organization, citizen,
or the Ci~y Manager, the Council ~irected that the legislation be
lobbied.
