This letter is to transmit the recommended na~e tor the n~y strEet at
540-544 Plalbell Avenue. In accordaoce with previous agreelltents
between the Cit! and the FARA. tb! Stre~t Nallting Cc~ittee of the Palo
Alto Bistori~al Association (PABA) bas met and discussed various
proposals for Da~ing tbe Dew court. I am forwardin~ cur recommended
Dame, and aD alternate.
We r~cOBmend tbat tbe new street be ~amed after JOSE PEN! (pronounced
"PAIr Jab"~ witb the tilde over the I indicating the spanish letter~
"enn ,ay~). pena ~as tb~ original graotee of the Rancho iiccon de San
Francisquito, 'Which cO'w'ered IIIOSt of today's so-uth Palo Al to, iccluding
the land on wbich the new street lies.
~ Pena first receiv~d ~ermission from the ~issior. of Santa Clara to
occupy 400 ac=-es of its pasture land~ part of the el!er.tual rancho. in
1822. He was !or~ally graoted a auc9 expanded area on ~arcb 29. 1841.
which is considered the founding date for tb~ rancho.
These are some of the earli~5t dates 1ft Palo Alto ~istorJ. As far ~s
we knov~ Pelia's name has ~ot yet been attached to acy street~ park or
pcbUo::: building in Palo Alto~ .makir.g bill one {If the ~ery Ce.... earl:!
landowners who have not yet been so bonored.
liie also discussed an alternative in tbe event th.a:t "Pena .court" "ould
cause probleu tor the Fire Departllent or the Post Office. Our secot,d
choice would b~ Vebrli Court (or Bans Wehrli Court). Hans Wehrli
(pronounced ~WVRR lee~) occupied one of the properties that is being
dev~loped tor this street. for maor years until bis dedth in 1984.
Bans vas a metal sculpturer and his ~crk is displayed in several Palo
llto locations. iis best-known piece may be th~ nude yomao outside tbe
entrance ot the Palo Alto ~ain Library ac Newell Road.
Our co.aittee ~ould lite to see
place names and tbis seems to be
becacse the street is on th~ very

more artists bonored in
an especially appropriate
property that included the

Tbe coamitt~e also Ret yith Linda and Greg Shepard, partners in tbe
developlllent, to discuss their proposal to Dame tbe street Vogl Court
after tbe principle pattner~ and Linda's father~ Frank \'ogL a local
b~ilder wbo has built at least teirteen bouses in Barron Park.
Although Linda Sb~par~ made an articulate plea for t~e Vagl Da~e. the
Coamittee telt that the City's recent policy of nabing De~ streets tor
~i~toric p~rsons should be u~beld in this case~ We are trying to ~OYe
avay trom the practice of the lS50s and 60s when 50 manj of our
streets were naaed a~te~ ~evelopers. t~eir spouses; cbildre~ or
secretaries.
If staff or council needs ~ore infor~ation on either of thes~ recomm
en~ations. please give me a call at 433-0689.
