HomeMy WebLinkAbout0225.091• • April .18, 1991 THE HONORABLE CIT¥ COL~crL Palo Alto, California / " 2 Arastradero Lake Dam Testing and Design Development, elF 19102_--= Consultant Agreement Members of the Council: Report in Brief This report recommends that council approve the attached agreement with Geomatrix consul tants, Inc~ in the amount of $26,085 to provide testinq and design development services for the Arastradaro Lake Dam (DU) ~ Funds have been appropriated in CIP 19102, Arastradero Lake Dam~ Background As part of the 1990-95 Capital Improvement Program, Council authorized $30,000 to analyz~ the condition and adequacy of the Dam to withstand seismic forces ~nd major storm conditions and develop appropriate options for corrective action~ Previous post earthquake (Octo~er ~7, 1989) inspections by the state Division of safety of Dams, a qeotechnical engineer and staff revealed the Dam to be in poor condition, raising concern about its overall long­ term safety, adequacy and stability. Results of this inspection were summarized in a letter report from Earth sciences Associ~t~s to the City as p~rt of Phase I of the consultant tasks concerning the Dam. Discussion of C~lta~t Selection A Request for Proposal was D1ailed to three qeotechnical engineering firms to provide consulting services tor future phases ot work on the Dam~ All three firms submitted proposals anQ were interviewed by a selection advisory committ".ee consisting of engineers from the Public Works Department. Geomat~ix Consultants~ Inc. was selected by the committee because of the strength of their project team, their recent experience in designing and reconstructing Foothills Park Dam and their understandinq of improvements potentially required for the Dam. This project was included in the list of FY 1990-91 consultant work submitted to the Finance and Public Works Committee on July 10, -1- CMR:225:91 ,. .-" ----- o 1990. These services are necessary to evaluate and provide recommend.ations for iJCproving the sa.fety, flood adequacy,. and seismic stability of the Dam, if necessary. The work includes soil sampling and testing, a fLood and seismic stability anAlysis and development of conceptua.l design options with coat estimates fer repairing or decommissioning the dam~ Testin9 and design deve10pment services will occur between May and July 1991. If remedial acticn based on the results of the design developme.nt is required t staff will return to Council with a recommendation on the timinq and .tunding for the work. Direct personnel expense ot esployees engaged on the Project by CONSULTANT includes the work of architects, engineers, designers, job captains, draftspersons, speCification writers and typists, in consultation, research and design, in producing drawings, specifi­ cations and other dOC:UJHnts pertaining to the Proj act, and in services during constrllction at the site. Xncluded in the. cost of direct personnel expense ot these employees are salaries ane:! ~tory and customary bene~its such as statutory employee benefits, insurance, sick leave, hdlidays and vacations, pensions and. siJailar benefits. 6~l.5 ,Bs.imhursable Experuses.
