Ruman Relations Commission Plan to Implement the City Council
Priority: People in Crisis

The purpose of this report is to present the Human Relations
Commission's plan for implementing the city council's priority:
people in crisis. The Human Relations Commission (HRC) requests
Council approval of their plan.
Backaround
At its meeting of February 1.9, 1991, the City council approved
three priorities for 1991. one of these priorities is;
people in crisi.s
services tor families in crisis
Assessment and follow-up action on access to
services for the homeless
Fosterinq better public/private partnerships to
provide services
This priority was then referred to the Policy and Procedures
committee (P.P) for definition. Members of P&P met with
representatives of the HRC and asked the ERC to prepare a plan for
the implementation o.f this pr-iority~ A subcommittee of the HRe
developed a draft of this plan and presented it to PaP at their
March 5, 1991 meeting. P&:P reviewed and approved the
implementation proposal with several minor changes, and at its
meeting of March 7, 1991, the HRC approved the proposal as revised
by P,P. As directed by P&P# staff has refined the proposal and is
transmitting it to council.

1~ The council's commitment to the peopie in crisis priority
should be reflectad in City allocations to aqencie~, without
destabilizing other needed basic human services.
2~ The council's commitment to the people in crisis priority
should also be reflected in City staffinq decisions, with the
Human Relations commission staffed at a level that will enable
it to effectively carry out its work.
3. The City should serve as a catalyst for coordinating and
initiatinq actions to leverage public and private resources.
ROLES
1. Role of the Human Relations CQmmission
Tbe HRC is the appropriate public body wbich, with staff
support, will take major responsibility tor assisting the
council to further refine and implement the People in Crisis
priority.. In this process, the HRe will work closely with the
Policy and Procedures committee, appropriate Council Members,
City staff and various community leaders, orqanizations and
members of the public~
2. Role of City Staff
City staff will facilitate and support the various HRC tasks
involved in refining and implementinq the Council priority,
including assisting in the data qatherinq process for
assessing the needs of people in crisis and in the preparation
of reports and reCOmDlendations.
3. Role of the Policy and Procedures committee
This Committee will revieW' progress on the priority, including
decisions made by the HRC, and 'Will give quidance, input and
other assistance. It 'Will also report back regularly to
Council on these matters, as appropriate.

TASKS AND TIMELINE
1. Tbe HRC has scheduled two focus group meetinqs in early April
in order to assess the needs in our community related to
falllilies in crisis, specifically focusing on the needs of
teens, the homeless and near-homeless and those experiencing
domestic violence. Individuals with particular knowledge in
these areas have been invited to attend a.nd participate in
this pr-ocess~
2. The information obtained from the needs assessment process
~ill be evaluated, and the HRC will make recommendations to
Council in time to impact the 1991-92 budget process. Plans
to look at and develop recommendations for long-term action
will be presented at the same time.
Conclusion:
Staff is transmitting for Council approval the Human Relations
Cozmissionfs proposal as b~ought forward by the Policy and
Procedures committee. Staf~ agrees that the tasks outlined in this
proposal are consistent with staff's role as liaison to the HUman
Relations Commission.
