This report summarizes the procedure that 'Was used to select a
consulting engineering firm to perform a condition assessment of
the storm drainaqe system, identifie3 the firms intervieWed by the
Selection Advisory Committee and recommends ona firm with which
staff should negotiate an agreement.

In FY 1989-90, the storm Drainaqe Enterprise Fund was developed and
implemented to independently fund storm drainage related activi
ties. One of these activities is the reha.bilitation/replacement of
the existing storm drainage infrastructure as it ages and deterio
rates. The capital Improvement Program included funding in FY
1990-91 to retain a consultant to perform a condition assessment of
the system and develop a phased capital improvement program for
rehabilitation/replacement. In July 1990, the Finance and Public
Works Committee re~4ested that the recommendation for a consultant
be returned to the Committee for approval.
Pisc.ussion
Staff beqan the selection process by soliciting interest from firms
within the area that appeared capable of conducting an assessment
of the storm drainage system. The firms were identified from the
Public Works Department's consultant files, which contain back
qrou."Ki information and qualifications of consultants who have
expressed interest in providing services to the City. All 15 firms
contacted responded affirmatively to our solicitation.

Eight of the 16 t irma responded to a formal request for proposal on
February 26, 1991. staff thoroughly reviewed the proposals and
selected five tirms to participate in an oral interview on March
11, 1991. The five firms interviewed were:
John Carollo Engineers
Kennedy/3enks/Chilton
C-REM Enqineers, Inc.
Brown and caldwell
CH2K Hill
Walnut Creek
Palo Alto
San Mateo
Pleasant Hill
Eineryville
The Selection Advisory Committee consisted of staff from the Public
Works Department (Operations, Water QUality Control and Engineerinq
Divisions) and the Utilities Department (Engineering).
Based on the quality ot the written proposals and: the oral
presentations, it was evident that all five firms are. highly
qualifi'S'd and capable of per.forminq t..~e 'Work. Using experience and
project approach as the primary criteria, the Selection Advisory
Committee gave a biqher rankinq to CH2M Hill, Brown and Caldwell,
and John Carollo Enqineers. upon careful review of the firms'
qualifications, with particular emphasis on relevant experience,
CH2M Hill is recommended for selection fo~ the following reasons:
• The depth and quality of their experience on pt>ojects ot a.
similar nature .. particularly on larqe-scal~ projects;
• Their deaonstr~ted experience in working together as a team
with their proposed subconsultantsj
• The overall quality of their proposed consultant team.. with
particular respect to pipeline condition assessment and data
management;
• Their well-defined and proven approach for gathering and
analy~in9 larqe quantities of aata;
• Their extensive knowledge of the City's storm ~~ainaga system
and maintenance management sottware;
• Tbeir e~phasis on gathering input from city staff early in the
pr~ject in order to establish priorities and direction;
• The positive recommendations received from previous clients.
If the Finance and Public Works Committee approves the
recommendation .. negotiations will beqin 'With CH2M Hill. I.f statf is
unable to reach an a.greement with this firm~ neqotiations will then
