Members of the Council:
This report requests that council authorize the Mayo~ to execute
the attached agreements with Black and Veatch (B&V} and Water
Resources Engineering, Inc. (~E) to provide specialized ~ater
audits and Z"evie,-' water-savinq rebate proposa.ls from the city's
major account customers. Both consultants responded
satisfactorily to an RFP (see Exhibit A to the Short Form
Agreement), are close enouqh for rapid response to our customers'
needs, and are highly qualified regarding water conservation
issues and enqineering customs~ Council approval of the attached
aqreements would make these consultants available to perform
water audits on e task assignment basis through Vecember 3~,
1992.
Piscussion
Potable ~ate~ supplies are limited, and new supply sources for
increased popula~ion cr r.ew manUfacturing processes are becoming
hard. to .find~ Fostering conse4Vation is the best 'Wa:r~ to assure
that enough water is available for Palo Alto's needs. Therefore,
the utilities De~rtment has developed a Water Efficiency Program
(WEP) to provide rebates to large commercial and indu~trial
customers who achieve a net reduction of indoor potable water
use. The present level of activity represents a pilot program to
evaluate the future use of this concept in controlling the use of
potable water.
The WEP allows customers to propose methods of obtaining and
quantifyin9 indoor water use savings. staff then re'lieliS' these
proposals to determine vhether:

2. Conducting an on-site engineering survey and preparing
a report of findings and recommendations i~ needed to
quantify process water conservation and cost savings
potentials ~
In some ~ases, the review of customer proposals and audits of
highly specialized processes may be beyond the technical
capabilities of our staff~ To handle these cases, staff wOlild
use the retained Consultants~ For each case, a specific work
description will be prepared, and the Consultant will be asked to
provide a cost estimate. Upon agreement regarding scope and
price, staff will assiqn the work.
Work will be assigned to one or another consultant based on
unique characteristics of each project and the specialties,
expertise, and availability of each Consultant~ When the work is
completed and the required reports accepted, the Consultant will
be paid. This method of using more than one Cons'1.l.1tant to handle
customer projects proved very effective with past electric
utility incentive programs, so staff is comfortable applying it
to the WEP.
It is estimated that individual project assignments will cost
betveen $200 and $6,000, depending on their size and complexity~
The overall budget for all tasks assigned on this project is
$27. 000.
~undinq for these Consultants was inclu~ed in the Resource
Planning budget as part of the new incentives program cost. The
ti.e frame of the contract extends beyond the fiscal year to
assure t.hat time is available to complete all audit analyses and
reports re~ired for the WEP. A car.Iyover of funding will be
requested at the end of i991-92, if necessary. This project was
not selected for review by the Finance committee.

Utilities .ill select one or two qualified Consultant(s) via
