Members of the Council:
This r~port requests that the City Council award a contract in
the amount of $31,250.00 to Five-Star A1Il.erican Transformer-Services
for the maintenance work n~2ded to restore insulating oil i~ eight
substation transtotlllers~ In additicn.l staff recommends that Council
authorize the City Manager or his designee to negotiate and execute
one or Jnore. change orders to the agreement to cover additional
related but unforeseen ~ork Which may dEvelop during the course of
the project. The value of "these change orders shall not exceed
$3,000.00.
Background
The City's electric system uses 47 sUbstat.ion transformers to
reduce subtransmission voltages ,60, QGO Volts) to d.istribution
voltage levels (4,160 Volts, 12,470 Volts) for use ~ithin the city.
Regular tests of the oil used to insulate and c~l these
transformers is done as part of a preventive maintenance program.
According to oil test analysis of all 47 substation transformers,
were fcun1. to be beyond the normal test. limits for crit.ical
properties of in~ulating oil. The analysis showed that the oil in
these a transformers did n~t satisfy ~ome crucial properties that
may result in shorter transformer life and premature and CG~tly
replacem~nt in the future. A single substation transformer would
cost $250,000.00 to replace if it failed. This project will restore
the quality of the insulating oil to im.prove the transformer's
oper~ting condition and reliability.
contractor S~lection Process
I.n Oc"tober 1991, staff received p"t"oposals for achieving the desired
restoration o£ the transformer oil. Unfortunately, there was an
irregularity during the bid opening and confusion about the
necessity of the city'~ bonding requirements. In addition, a few
bidders assumed the City would pr~vide the power supply for their
restoration e~~ipment and did not inClude those costs in their bid.
As a result, the bids ~ere rejected and statf decided to issue a
new Notice Inviting Sealed bids for this project.. On December 10,
1991, the new bids were received from four qualified contractors:

The total amount includes the estimated ccst for providing po",'er
supply, it not furnished by the bidder .. Staff recommends a~arding
the contract to Five-star American Transformer Services because
their price was the lowest of the four bidders, their references
were all excellent, and they will require minimum involvement of
City employees.
Funding
Funds are available in the FY 1991-1992 Electric Utility Operating
Budget.

staff recommends that the City Council:
1. Approve and authorize the Mayor to execute the attached
agreement ~ith FiVe-Star American Tran~!ormer Services in the
amOUl"Jt of $31~250.00 to provide maintenance service~
2. AuthorizE: the City Manager or his designee to negotiate
and execute one or more change orders to the agreement with
the value of such change orders not to exceed $3~OOO.OO.
