Finance and Public Works Committee JltD-IJAR Pl:llANCIAL REPORT -STORM DRAt:HAGE J'tnm Members of the council: Report. ill Br ie f 11 This report is in response to concerns raised at ~~e February 26, 1991 Finance.and Public Works Committee (F&PW) meeting on the Mid­ Year Financial Report regarding the storm Drainage Fund~ Iackqroun4 F&PW Chair McCown raised a concern at the February 26 F&PW meetinq regarding the Mid-Year Financial Report (CMR:160:91). The report stated that bonds are not expected to be sold .for-the StOrr! Drainage Fund until fall 1991 to ;:ore efficiently gr-o'J.P capital projects together, thereby spreading the fixed legal, printing, and other administrative costs associated with a sale over a larger financinq packaqe~ That sale is now expected to occur in spring of 1992. Delaying the bond sale would also help the City avoid possible arbitrage restrictions if all the financed improvements could not be completed within the required three year time ~rame~ Therefore, funds would need to be advanced from the Reserve for capital Projects to cover the Storm Drainage Fund capital projects budgeted and appropriated this fiscal year until bonds are sold. Chair McCown wanted to kno~ the impact of reducing the amount that would need to be advanced this fiscal year ($1.3 million). The report stated tha.t bonds are not expected to be sold for tbe Storm Drainage Fund until fall 1991 to .ore efficiently qroup capital projects together, thereby spreading the fixed leqal, printing, and other administrative costs associated with a sale over a larger financing package. That sale is nov expected to occur in spring of 1992. Delaying the bond sale "'<>uld also help the city avoid possible arbitrage restrictions if all the financed improvements could not be co.plet~~ within the required three year time frame. 'l'herefore, funds would need to be advanced froll the Reserve for Capital Projects to cover the storm Drainaqe Fund capital projects bUdgeted and appropriated this fiscal year until bonds are sold.
