The purpose of this staff report is to inform the Cvuncil of an
emergency change order, in the amou:ilt of $65,964. approveo by the
City Manager on oe~ember 3D, 19914
The city Council awarded a contract to EMSCO for Wastewater
Collection System Auqmentation Project Phase I on October 21~ 1991,
(CMR:464:91) C2024256, in the asount of $273,372 with change order
authority of $27,337 •
. Background
In 1989, Camp Dresser & McKee completed a master plan study of Palo
Alto's entire sanitary sewer collection system 4 This study took
into account the groundwater infiltration and rainfall-dependent
infiltrationjinflo'W studies. conducted in 19€2 by CH2M Hill.. The
master plan study indicated certain facilities are in need of
capacity relief, to handle increased use and peak wastewater flow,
and recommended improvements to correct these deficiencies. The
proposed change order would complete the augment~tion .'ork already
in progress on this trunk sewer.

During the course of nom.,l const.ruction., unanticipated underground
gas and electricel facilities were encountered. These required an
emergency redesign of both the relief sewer on ~ingsley Avenue from
Byron Street to Middlefield Road and the replacement of the se~er
main on Middlefield Road from Kingsley Avenue ~c Melville Avenue.
The unexpected underground eleVations of these facilities prevented
the construction of the project as it was originally designed. The
Kinqsley line and the manhole at Middlefield Road and Kingsley had
to be lowered to allow the ne~ rslief sewer to pass under the
existing electric and gas facilities. A new larger se~er line at
a flatte~ grade must be installed on Middlefield Road to safely
acco~odate the flows in the new relief se~er. The deeper manhole

created a pockl!::t where sediments and. .l~dge could build up.. If not
corrected immeciately, it would have led to a high probability of
a blockage in the main. A main blockage, in t.urnt ,,",ould have the
potential cf backing up into peoples' homes and into the streets,
creating a. health hazard .. Because of these circulI'.stances; the City
Manager determined that immediate action ~as needed and that an
emergency existed.
Emergency ActioD
Pursua~t to Section 2.30.090 of tha MuniCipal Code, which provides
authority to the City Manager to expend funds in an eoergency. the
city Manager authorized the expenditure of $55,964 to immediately
correct these problema outlined above. Funds W'ere ava ilable in
this project construction account, and the cost of the ,,",ork ~as
belo~ the no~al bid ~rice for work of this type~
This report constitutes notice to the council required by Section
2.30.090 of the Palo Alto Municipal Code.. No Council action is
required.
