FUND MONIES Members of Council: PtJRPOSE Tbe purpose of thi~ ~port is to recommend a b~~get .mendment f~r the ex?enditure of Public Libr~ry Fund monies received from the California State Library for purchase of rp.plaC',ement frJrniture and con.puter equipment. BACXGROUND Since fiscal yea~ 19&3/84. the Public Library Fund. au~orized by law and supported annually through the Governor's budget. bas been distributed t~ public libraries in Califor~ia. Eligibility to receive funding requires certification of local revenue appropriated for public library .ervice to demonstrate the maintenance or increase of local support compared to the previous fisc«l ye8r~ A formula b~sed on population and support per capita determine. the 8I1IOunt of funding eoillch jurisdictiOtl receives~ The funds may not be used for building construction. DISCUSSION The libr;try applied for, and hss recf!lved, a funding allocation from the 1990/91 Public ~ibrary Fu~d in the amount af S35~999. Staff prapose~ [he foltoving allocations: S27,O{)(} toward .. library computer system upg['ad~; $4200 for rep18cP.ment furniture for public areas of the Cnild['en's ~nd Kitchell Puk libraries; and, $4799 for equipment needed for safety reason.. OR!)INANCE OF THE COUNCIL OF THE CITY OF PALO ALTO ANENOHIG THE BVIlGET FOR THE FISCAL YEAR 1990-91 TO PROVIDE AN ADDITIONAL APPROPRIATION FOR THE LIBRARY DIVISION IN RECOGNITION OF RECEIPT OF PUBLIC LIBRARY FUNDS FROK THE PUBLIC LIBRARY FOUNDATIO~ AND THE STATE LIBRARY WHEREAS, pursuant to the provis.ions ot Section 12 of Article. III of the Charter of the city of Palo Alto, the Council on June 18, 1990 did adopt a budqet for fiscal year 1990-91i and WHEREAS, the. Public Library Fo'Undation distributes funding throuqh the State Library to be used by local jurisdictions for any purpose except buiidinq construction; and WHEREAS, the city Lit>rariea. Division of the SOCial and Community Services Department applied fer and received a grant allocation frca the 1990-91 Library Fund to be used for various non-construction projects; NOW, THEREFORE, the council of the city of Palo Alto does ORDAIN as follows! , SECtION 1. Grant revenue is increased by the sum of Thirty­ Five Thousand and Nine Hundred Ninety-Nine Dollars ($35,999} in th2 Libraries Division for receipt of Public Library funds. $ECTION 2. The Ninety-Nine Dollars Libraries Division account .. :5Ul1 of Th1t:ty-Five Thousand and Nine Hundred ($35,999) is hereby appropriated to the in the Equipment and Furniture Purchases S~L"TIOH 3. The council of the City of Palo Alto hereby linds that the enactment of tbis ordinance is not a project under the California EnvirolUl'lental Quality Act and, therefore, no environmen­ tal i~pact assessment is necessary.
