This report reco .. enda the approval of an ordinance amanding the
budget tor fiscal year 1990-91 to provide for receipt and expendi
ture of a qrant award of $2,500 from the Santa Clara County Office
of Eclucation fO-r the purpose. of supplemantinq substance abuse
education.
Sa c;kground
For the past five years, the Palo Alto Police Departaent and the
Palo Alto Unified School District (PAUSD) have jointly participated
in substance &J:Nse prevention proqruas with the assistance of a
qrant fro. the California Office of crt.inal Justice and Planning
(0C.1P) • rile qrant p.rovided func!inq for .... ny programs, including
Here'. Looking at You 2000, Preparing tor the Drug-Free Years, and
Project DARE (Druq Abuse Resiatance Education). While the OCJP
~ant bas expired, these programs bave continued to be oftered by
the Police Deparblent and the School District because of their
success.
In June 1990" the Santa Clara County Office of Education eCCE)
issued a request for applications for Comprehensive Alcohol and
Druq Prevention Ed .. cation (CADPE) mini-qranta .. p to $2,500 to
encouraqe .nd support law enforcement involvament in substance
abuse prevention/intervention programs.

AN ADOITIOJlAL APPROPRIATION TO THE POLICE DIVISION'S INVESTIGATIVE
SERVICES PROGRAM AIIJ) TO PROVIDE FOR RECEIPT OF GRAIIT FUIIDS
FROfI THE SANTA CLARA COOIITY OFFICE OF IIDUCATION
WHEREAS~ pursuant to the provisions ot section ~2 of Article
III of the Charter of the City of Palo Alto. the Council on June
18. 1990 did adop~ a budget for fiecal year 1990-91; and
WHEREAS. the san~ .. Clara Coun~y Office of Ed\1ea~ion (OOE)
provides a CODprehe.nsive Alcohol and. Drug Prever.tlon Education
(CADPRE) grant to encourage and support law enforcement involvement.
in substance abuse preventionjintervention programs; and
WHEREAS, the Palo Alto police Department and the Palo Alto
Unified SChool District have jointly particlpa~ed in sUbstance

WHEREAS. these grant funds will be used to enhance existing
drug abuse education prograas provided tor in the Investiqative
Services proqraai .
NOW. THEREFORE. the council ot the City of Polo Alto does
ORDAIN as tollows:
SECTION 1. The GUll of Two Thousand T!V. Hundred Dollar.
($l.500) i. hereby appropriated to Contract. and SUppll~B in the
Police oepart.ent's Investigative Services program and Miscella
neous Grant revenue is correspondingly increased.
SECTION 2. Tbis transaction will have no iapact on Res~rveB.

The Palo Alto Police Department (PAPD) and ~~e Palo Alto Unified
School Oistrict (PAUSO) first started a cooperative school resource
officer (SRO) program in 1971. CUrrently .. PAPD dedicates one full
time police officer to the PAUSD to serve as a resource for
stud~~ts, parents, and school staff concerninq issues of juvenile
delinquency and subste~ce abuse.
For the last four years l PAPD and PAUSD have worked closely
toqethe~ on a sUbstance abuse qrant from the Office of criminal
Justice and Planning (OCJP). As a result of the OCJP grant and the
CADPE grant, a Memorandum of Understanding between PAPD and ?AUSD
has been deve~oped .. siqned .. and implemented for five years. The
SRO and juvenile officer serle on the School Attendance Revie'w
Board and othe~ prevention/intervention committees. &Jring the
1989-90 school year .. 12 officers went into 26 classrooms to co
teach "'Here'$ Lookinq At You.. 2000" (HLAYj at three eleouentary
schools, walter Hays .. Duve.neck;" and EsconQido~ A pilot program of
"project DARE (Druq Abuse Resistance Education) 'Was taught in two
., classes of filth/sixth graders at Addison School. cri&e Prevention
officers assisteQ the school district personnel in teaching a five
session parent education pr-ogram .. Pa.renting for the Drug Free
Years. These programs and others demonstrate great success from
the grant funds received. However .. June 1990 marks the end of the
OCJP fundinq.
In the .fall of 1989, PAPD rallied the community toget.her ror the
city's first Red Ribbon Campaiqn. All public schools participated
in the community events and orqanized additional contests and
projects. Plans have already started for Red Ribbon 1990.
:In January 1990, PAPD and PAUSD brought toqether 90 community
leaders to torm the Palo Alto Substance Abuse Prevention
partnership (PASAPP). 'I'he 'partnership has met twice as a large
9'roup, termed an executive committee, and been endorsed by the city
Council as a mechanism to plan the long-term strategy Lor the city
cencerning Eiubstance abuse issues ~ Members of the partnership also
serve as"an advisory board for cooperative grants received by PAPD
and PAUSD.
