The staff report 'in this packet on the above subj ect recommends
that council take the next step in the Harbor I~provement Capital
Improvement Project.. Notwithstanding m),-full support of this
project, I ~ant to note that we are currently reviewing all CIP
projects in light of our anticipated budget problems next year. I
have instructed staff to proceed with the steps outlined in the
report {assuming Council approval) but to expend. no funds until
council discusses this project at budget time~ This will allow
council the opportunjty to veigh the relative merits of this
project aqainst others.
