council action is requested to approve en ordinance amending the
budget for flscal year 1990-91 to reflect the raceipt of revenues
for class registrations and for donations for t.'lIe Brown Bag
Concerts in the Arts and CUlture Division's Community Theatre
Proqraa" and corresponding increases in expenditure dollars to pay
contract instructor tees and performer stipends.
BackgroUnd
The ccmmunity Tbeatre Program produces classes in music. theatre
and dance for adults and children. Classes Ar.:! taught by contract
lnstructc:r:s who are pa.id a percentage of registration fees. During
the fall quarter of fisCfal year 1990-91, registrations increased. to
215, compared to 94 in the same quarter during 1989-90.
Registrations for the winter quarter of 1990-91 h~ve increased to
221, and these increased levels are projected to reJllain durinll the
sprinq and summer quarters. In fiscal year 1990-91, $20,000 of
expend! ture «!allars and $27,000 in revenues are bUdgeted. for
Ca.munity Theatx~ classe5~ Staft projects that the increase in
activity viII produce a total of $38,000 in expenditures and
$45,000 in revenues for t."e current fiscal year, 'Which equals
$18,000 over the budget in expenditures and $18,000 over budqet in
"venues.. The Arts and CUltUre Division's Community Theatre
Program fiscal year 1990-91 budget will need to be amendad to
reflect these additional reven\1es and expenditures,,-

downtown Jlerchanta to de fray some of the costs of the proqraa ~
previously tbese donations were not included in the COllUllunity
Tbutre buc:lqet. Donations to the Brown Bag concerts in ua9-90
totaled $2,.500 and are expected to rmaain the same for 1990-91.
The Division of Arts and CUlture's Community Theatre budget vill
need to be aaended to include $2~SOO in revenues for dep05its of
aercbant donation .. ~ and a $2,500 increase in expeneitures for
pay.ents to perforllers fDr the Brown Ba9' Concerts.

REGISTRATION REVEN\iES, AIID ACCEPT RECEIPT OF BROWN BAG DONATIONS
~, pursuant to the prov~$~ons of Section 12 of Article
XII of the Charter of the City ot Palo Alto# the Council on June
18, 1990 did adopt a budget tor fiscal year 19~0-91; and
WHEREAS, the Couun! ty Theatre program offers clal§ses to
adults and children in .uslc, theatre and dance; and
WIfEREAS, the nuaber of class registration. in the program for
fiscal year 1990-91 is higher than last fiscal year and are
projected to increase throU9hout the 1990-91 fiscal year i and
~, increased class reqistrations increase instructor

WB..ERE.AS, the Brawn Baq Concert Series receives donations trOll

SECTION 1.. The SWI of Twenty Thousand and Five Hundred
Dollars ($20,500) is hereby appropriated to Contract Services in
the eo_unity Theatre program of the Arts and CUlture Division, and
Class Raqistration revenue is increased by $18~OOO and Donations
