In February 1990 (CMR:159:91), staff informed the Council that, pending publication of the final Uni.form: Guidelines: Article XII!B Appropriations Limit, it appeared the city would be well within its 1991-92 Gann Limit, and would not need to place a request for override on the November 1991 ballot~ We have now received a copy of the final 9uidelines~ As antiCipated, changes to the appropria­ tlon& limit calculation and compliance quidelines made as a result of Proposition 111 will qive an estimated $5.0 million in addi­ tional room from the Gann Limit, and no action yill be needed to place an override measure on the November 1991 ballot.
