At their February 26 Finance and Public Works committee (P&PW)
.eeting. the committe.e. discussed the priority referred to the
Comrittee by Council concerninq appropriate levels of service. The
committee asked statf to return with a workplan for imple~enting
the Committee's discussion. staff proposes to build on the service
infor:.ation provided to the Council in the 1988-89 bJdqet process.
services provided to the public by General Fund departments will be
listed I and with each service an indication viII be p~ovided as to
-whether the level of service provision is superior, averag& or
.inimal when compared to other jurisdictions. '!'he Committee, after
reviewing this infonaation, may then ask staff to provide more
information on specif ie services as to the impact and cost ot
cbanqinq the service level. It is hoped that the Committee will
then be in a position to begin formulating principles of service
provision to reccmmend to the city Council.
In February 1991~ the city Council assigned to F&PW the task of
defining a council priority on appropriate service levels. The
council initially defined the priority as:

The Committee met ~ Februa.ry 26 to discuss tile priority. Members
of the CommIttee felt that it was impor-tant to understand how
services provided by the city compared to other communities; how
departments prioritized resources and made decisions as to service
provision internally; and ,,'hat the trends have been in !::educticn or
qrcwth over the past ten years as to service provision. start was
asked to take the committee's discussion and to draft .eli workplan. to
address the priority.

As a part of the 1988-89 budget reduction~ General FUnd departments
provided the City Council with a comprehensive listing of all of
the services they provide, both to the internal orqanization and t,o
the pUblic. A copy of that service inventory is appended to this
report. Staff proposes to have departments update the service
inventory for those services that are provided to the public, as it
was clear from ~~e discussion at the F&PW ~ebruary 26 meeting that
public services are the focus of concern in terms ot levels of
service provision.
Level of Service
After updating the service inventory tor all public services, staff
will evaluate the current level ot service provision and indicate
whether, in their professional judgement, it is high, average or
ainimal. Departments will .r..ef: rank services against a ·palo Alto·
standard, but against comparable services in 6urrounding communi
t.ies, to the best of their judgement. Departments 'Will be.
available at F'PW committee meetings to respond to committee
questions about how they have ranked their services~ In addition,
Committee members .ay ~ish to have more information en the impacts
ar.d costs of increasing or decreasing the level of service in
apecific areas. staff will take those services and return to the
Committee with additional information on specific services that the
cOlSittee designates, rather than attempting to do extensive impact
analysis on all of the services provided in the city.
The Committee asked start to investigate the feasibility of
providing infor.ation on trends in service level provision~ After
reviewing the financial records, it does not appear that this
information can be obtained without considerable effort for two
main reasons: financial data from the old accounting syste~ is not
availabl~ in many cases and is often incomplete or inaccurate; and
reorganizations over the ten-year period d.iscussed make comparabil
ity between departments and among programs extremely suspect.
