Council action is requested to approve an ordinance amending the
budqet tor fiscal year 1990-91 to reflect the receipt of revenues
froa vaccinations of owned animals at the weekly Animal services
Spay and Neuter vaccination clinics, and a corresponding increase
in expenditures to ~y tor supplies and materials necessary to
provide this service.

In fiscal year 1.9890-90.1 the Spay and Neuter Clinic initiated a
weekly Vaccination Clinic in order to help achieve council's
direction fer full cost recovery for the spay/neuter proqras.
Initial revenue projections tor fiscal year 1990-91 were based on
six months of actual experience.. During the second. quarter of
1990-9.1, the Vaccination Clini.c averaged 85 vaccinations each
Wednesday, compared. to 55 :for the Billie time period in 1989-90.. As
of March 15, 1991, the Clinic had already surpassed the budqeted
revenue tarqet of $42,473 by $1,239. This level of service is
anticipated to continue during the fourth quarter. Staff projects
that the increase in activity will result in a total of $25,580 in
additional expenditures above budget and a total of about $52,500
in revenue for the current fiscal year. As noted below I this
represents about $10 r 000 over-expenditure. of the budqeted amount and
$10,000 over budget in revenues. Amendments to the Animal Services
Spay and Neuter Program 1990-91 budget are needed to reflect these
additional revenues and expenditures ..

ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING TKE BUDGET FOR THE FISCAL YEAR 1990-91 TO PROVIDE
AM ADOITIONAL APPROPRIATION TO THE SPAY AND NEUTER CLIliIC OF THE
POLICE DEP~'S ANIMAL SERVICES DIVISION AND INCREASE
ASSOCIATED VACCINATION REVENUES
~t pursuant to the provisions ot Section 12 of Article
III ot the Charter ot the city of Palo Alto, the Council on 3une
18, 1990 did adopt a budget for fiscal year 1990-9i; and
1fHER.EAS, the Spay and Neuter Clinic initiated a weekly
Vaccination Clinic in 1989-90 to increase revenues and thereby
enhance full cost recovery; and
1fHER.EAS, Vaccination Clinic revenues and expenditures are
higher than previously projected in the 1990-91 budget due to the
increased ranaber of vaccinations rC!qUested,; and
WHEREAS, this increased level of service is a~ticipated to
continue throughoUt the fourth quarter of 1990-91;
NOW, THEREFORE, the council of the city of Palo Alto does
ORDAIN as follows,
$£ClION 1.. The sum of Ten Thousand Dollars ($.10,. 000) is
hereby appropriated to Supplies and. Materials in the Animal
services Division of the Police Depa.rt.l!lent and vaccination Revenue
is corresponding ly increased.
SECTION 2~ This transaction will have no impact on Reserves.
SECTION 3. The council ot the City of Palo Alto hereby finds
that the enactment of this ordinance is not a project under the
California Environmental Quality Act a.nd,. therefore, no environmen
tal impact aSSe3SJlent is necessary.
