These changes are described in a December 7... 1989 staff report (CMR: 512 ~9). a copy of which is included as Attachment 1. The changes implemented by Cal trans included the designation of an HOV lane in the westbound direction on the approach to and through tbe toll plaza .. as well as across tr..e OUmbarton bridge itself. There .... as no ROV designation in the eastbound direction. At that time, staff formally requested that Cal trans designate a new ROV lane in the eastbound direction for the purpose of system continllity. further encouraging carpools/vanpools and transit usage. and enscring that a travel lane would be readily available for HOV use in the future. as tl"affic volumes continue to increase. Durinq the ensuing months and in response to several rounds of correspondence, coupled 'With the intervention and support of Assemblymen Byron Sher and Richard Katz. Caltrans conducted a special HOV Lane Operational Analysis Study of the Dumbarton Bridge and Approaches. A copy of the study is included as Attachment 2. Eastbound -AM Roote 84 was operating withO'Jt delay during the moming peak hour in the eastbound direction. See Table 110< LV and lOS. Eastbound -PM The peak commute traffic of Route 84 in the evening is in the eastlx>"nd direction. The main eastbound botllenec~ was the single-lane section of Roote 84 belween Ihe Wino,", Road inlersection and the University Avenue intersection. Mainfine peak period congestion from !his location generany extended upstream 10 about the Chi1co Road intersection and had peak hour delay of 7-' 0 minutes. East of Ihis section 10 the UnivefSlly Avenue intersection. Roote 84 operated at !he capacity du,ring Ihe evening peak houf'. from the Univers~y Avenue intersection 10 Roote sao, Route 84 generally was operating near capacity during Ihe evening peak pariod. Peak period congestion I1OO!T1ally lasted from 310 6 PM. See Tabte f !of LV and lOS. TRAFfIC CONDITIONS {aHer the Oct. 17. 1989 earthquake) Westbound -AM The peak commute traffIC of Route 84 in the morning is in the westbound direction. The maill Ix>tlteneck in the .,.,estocund direction of Route 84 is the Ion plaza, Congestion from this bottleneck usuany extends ""stream to about the Newark Soutevard interchange during Ihe peak hour. As a result, vehicles in the mixed flow lanes experience about a 10 minute detay in Ihe morning peak hour. The existing HOYL in the westbound direction begins at Newar!< Boulevard inlerchange. Vehicles ectering the }lOVl at the beginning of the lane 10 111e Ion plaza save about 10 minutes during the morning peak hour. There is no other delay in the mixed now lanes west oIlhe Ion plaza; therefore, the HO\o1. time saving west of the loR plaza is minimal. Occaslonan~ westbound demand exceeds the capacity of the single left turn lane at the Willow Road lnlers6ction causing some mainfine congestion between Winow Road and University AvenL'€ during the peak hou<. 6 "" .... ·,1~· l' .. • ~\ .. DlJe 10 this increase, She single Teft lum lane al Winow Road would no! l1andTe the deman<l without some delay for an vehicles destined for Willow Road. This del.ay would reduce the benertis for HOYt users. RedUcing 1he OCCUj>ancy requirement 10 two-or'more may cause confusion 10 the molorists because the minimum occupancy of the HOYL lor an the other Bay crossing faciITties are thtee-or-more persons. The Iocrease 01 er>gibTes on the other hand, could improve the P<JbIic percep:ion thai the HOYL is adequately utirrzed. However, any changes 10 the occupancy requirement woold need coocurrence of the California Transportation Commission as the lxidge is a Ion faciu'y and there would be financial coosiderations .nvorved. The HOVs would suffer more clelay approaching t11e HOVl than aclual time savlngs ooce in the HOVl... Consequently, this could undermine the effecUveooss of the HOVl and have a nagaVve impact on puNIC views when Mure HOV projects are considered in this area. OTHER ISSUES Enforcemenl areas: The existing westbound HOY laoo between !he Ion plaza and Newark Soulevard is the only Eegmenl w1th areas lor Canlornia Highway Patrol [CHP) enforcement The ",es!bound Tanes west of the Ion plaza and The eas!bound JaMS have no areas lor enforcemer~ as an available pavement was utifized 10 obtai" the additional roadway capaoly. The Metropontan TransportaVon Commision (MTC) staff is only se>pp<>rtive of the re(enfton oIlhe wes!bound HOY lane east o!!he Ion plaza lor the same reasons. MTC approval: By legislative acUon it is necessary to< CaUrans 10 oo(ain the approval 01 MTC to< an HOY IarJes in the Bay Area 9 ----------~.'."'-. • o o Conversion 0( existing lane: In order to create an eastbound HOY lane l would be necessary 10 convert an exisflng mixed flow lane. At present there are no pmjects ~sted "" the area between the bridge and 10" plaza CONCLUSIONS AND RECOMMENDATIONS The westbound HOY lane S€llment east of the Ion plaza provides significant Ome savings and ofiher inceribves "" HOY formation. This area is enforceable by Ihe CHP, and has the support 01 the MTC staff. - The exisling '3 plus' occupancy requirement is consisterll with other laC bridges. loweMg the ocCLIpan<:y requirement to '2 or more' would overload the roadway at lI1e Winow Road intersection. It would also reduce the tTme savings 10 the legitimate HOV lane users without any appreciable increase in lane use. Creation of an eastbound HOY lane, regardless 01 occupancy requirement, would require the conversion of a mixed flow lane, and would increase traveJ time and creafe delay"" both mExed flew and HOY traffIC. • would also be dilficu~ "" the CI-IP 10 er.force, thereby increasing tna pon!ent;al for violation and noo·acceplaoce by the public. Therefore, Jt is recommended that the e,isting westbound HOV lane with a '3 pIUs' occupancy be retained, bu! thaI Ihe ~m~s should only extend !rom Newark Boulevard to just west of the ton plaza. This recommendatioo is supported by Distrct 4, the Canfomia Highway Palrol and the Metroponlan TransportaflOn Commision stafl. 10 .. " ........... ,: •.•• c'", "' .... ---"'~~ ........ ''' .. ' ..
