Report in Brief
At the council study session held on February 11, t,he council
selected three priorities for 1991. Because the discussion and
selection or Council priorities occurred in a study session, it was
done by consensus and no fO-rmal action could be taken. Council is
nov requested to approve the selection of the priorities and &ake
the referrals Which ~ere suggested at tbe study session.

leadership are Bay Vision 2020 and state legislation such as

In conjunction with the issue of regional governance, work to
strengthen relationships with neiqhborinq communities.

share information with each other related to the various
reqional bodie& on Which they serve as liaisons.

Services for fa-ilies in crisis.

The Council consen.aus included the referral ot People in Crisis to
the Policy and Procedures COSJIittee: and the referral of Appropriate
Service Levels to thE: Pinanca and Public Works committee. Each
comaittee will refine the definition of the priority referred to it

During the selection of priorities, the council did not direct that
the Regional Governance priority be referred to either committee.

It ia recommended that the Council confirm the selection of
Reqional Governance" People in crisis, and Appropriate Service
Levels as the Council priorities for 1991. rt is further
recommended that the People in crisis priority shall be referred to
the Policy and Procedures committee and the Appropriate Service
Levels ~riority shall be referred to the Finance and Public Wo~ks
committee, and each committee shall further refine the definition
of the priority and report back to the CounciL
