February 5 .. 1991 An InitIal Study recommending adoption of a Negative Declaration Is attaC'bec1 The project site is an irregularly shaped, u,ndevelopEd 5.3 acre site bordered by Los Trancos Creek to the 'West and Los Trancos Woods Road to tbe .ast~ The ~ajorlty of the 5ite is covere~ vith a heavy tree caDOpY. Buildable or net site area is ~.2 acres, because"of the need to provide an adequate setback from the creek site. The new home is proposed, well set~ack from the road and creek.. in the videst portion of the site Which is an open meado~. Project pescription The applicant proposes to construct a U-shape~~ ~wo-story, 6~OCO square foot residence with a two car garage, pool and patio areas. The proposed buildinq location is nearly level. and the majority of site grading proposed (1,500 cubic yards) vill result from the building foundations and the pool. Access to the bouse viII be from a new semi-circular qravel driveway located just south of the exIstIng driveway from Los Trancos Woods Road. The proposed architectural style is mediterranean, with tan stucco walls, dark brown ~ood triml and Spanish tile roof using darker terra cotta tiles. Material samples will be provided at the Planning commission meetinq* See also the attached Project Description prepared by the applicant (Attachment IIIJ tor additional information. ISSUES OF CONCERN CtUities the site is currently outside of the city of Palo Alto vater, electric, 9as, and ~astewater service areas. Electric pover is available to the site from Pacific Cas and Electric. Water service is available from the City of Palo Alto if the applicant pays to extend the water .ain nearest to the site, which no~ LSTRNCOS SC 9/7/90 Page 2 ( • -. j : j ., I. ~i~t:. - o o tent!nates Ol> the Leo property on tile opposite oide of Los Trancos Woods Roa~. City gas er vastevater service 1. not available. Wastevater .ervice i. available from the West Say sanitary 01.t~ict, Which has a .ewer •• in located a1009 Valley oak road 1n the Portola Valley Ranch project located across Los Srancos Creek~ To connect to this •• in the applicant yill have to construc~ a lateral connection which crosses under the creek and pump up to the main. ~bis connection will require an easement trom the Portola Valley Ranch Home OWners Association and approvals or peraits from a number of regulatory agencies. The only other option to provi~e ~astewater service to this site is to install a septic tank system. Of the two options~ connection to the existing service Eatn is recommende~ because the site borders a creek and the Santa Clara county Department of Environmental Health polIcy requIres connection to existing systems if they are located nearby. The applicant has already Obtained the necessary easements and most of tbe necessary req·ulat.ory ~gency approvals. For additional infoI"lrlation please refer to pages 10-11 of the attached Environmental Assessment [Attachment II) and copies of responses from the pertinent regulatory agencies (Attachment IV). Drainage stor. ~ater runoff from the project will be picked up in new storm drain inlets located around the perimeter of the house and pool and ~onveyed in underground pipes to • new outfall to be located within the creek bank. The easement and preliminary approvals obtained by the applicant to install the waste~ater line include approvals ~or the drainage outCall also. Visual Impacts The site is very well screened by existing vegetation from Los Trancos Woods ~oad and Los Trancos Creek. Partial vie~s of the new bouse will be possible from the driveway and from homes in Portola Valley Ranch which are located along the ridgeline to the southwest. All major site improvements will be located outside the dripline of existing trees ~nd no trees vill be removed. The conceptual landscape plan shows that fourteen new trees are proposed around the perimeter of the residence. The careful placement of these a~itional trees can help to further screen the residence from view. CUltural Impacts Because the site borders a creek and is within one ~ile of a location along Los Trancos Creek, where Indian artifacts have been found, it is possible that the site qrading and construction activit.ies ~ay unearth some items of archaeological eerit. For this reason a qualified arcbaeologist should be present durl~ LSTRNCOS SC "L .. ....... _-_. 9/7/90 Page :) .. .<-~..:: \ '. . ..,'" t , \ .' :~~:.". , ," -, . ..J I i "j 1 1 ." . .. ..- ~ _.....:;, __ ~~_i.. o o all excavation activit i •• on the sIte. and the city and stanford archaeologist ahould be contact.~ imm.~i.t.ly If anything .!qnl~1c.nt S. found •• 0 that a recoamendation for necessary action can be .ade. concludon CODpare~ to acme recent lite and desiqn appllcation.~ this project ia cons14ere~ to be a proposal of .oderate aiEe whieh was well thought out. by the applicant. The biggest i •• ue. to be addressed are the provision of utilities and the protection of the creek~ and any potential cultural i~pact.. Thea. issues can be satisfactorily resolved. as reflected in the recommended conditions ot approval. Normally, staff ~ould express reservations about the use of a particular architectural .tyle~ such as the mediterranean style proposed~ because of its potential to stand apart from the landscape rather than to blend in ~lth the landscape. However~ because of the SUbstantial acreening provide~ by existing vegetation, staff does not believe any change in architectural .tyle is necessary for the project. Staff doe. recommend some modifications to tha building materials selected. It Is critical that the tile roof be brown not re~. It Is also recommended that building colQ~s be selected that show less of & contrast than those originally selected; the tan a little darker and the dark brown trim a lit.tle ligbter .. perbaps picking up some bue from the browner root tiles. ItECOKllEIIDATIOII staff recommends that ~he Planning commissIon recommend that the city Council approve this site and design application subject to the following findings and conditions. rnmIHG8 1. the project ~ill not bave any significant environmental impacts~ in that the project is designed to mini.ite qradinq, to minimize disruption of site soils, and to retain all existing trees; The propose~ desiqn ~ill be orderly, bartGniou& .. and compatible vith e~i.ting or potential uses of adjoining propert.y~ ir~ tha~ the proposed use and il!provements will be LSTRNCOS SC 911190 Page C • \ " .~ • :~t' ~ '"' ~ " . ."'\: 'l • \ \ '. There are no structures or i~provements existing on the site. The location on the site for the proposed residence is the main large ~eadow in the center of the site (refer to the aerial~ sbeet A-I). The proposed residence will consist of a tYO-sto~ Spanish style bouse totalling 5.392 sq.ft. [with a l~~18 sq.ft~ first floor and • 2,l14 sq.ft. second floor), an attached SSl sq. ft. two-car 9arage, and a pool. The site will have 5~476 sq.(t. of impervious coverage, which equetes to 2.84' of the net site area of 4.42 acres~. Th!s is yell within the l.5\ maximum provide~ for under the Open Space District zoning deSignation, vhich equates to a ~axImum i~pervl~5 coveraqe of 6,739 sq.tt. for the site. SpecIfically, the impervious surfaces for the site are: 3.661 sq.ft. for the house and qaraqe, with the remaininq 1,115 sq. ft. for the patio. pool deck, entry court, and stepping stones. The proposed bouse site is surrounded by numerous mature trees (mainly oaks). The design intent ~as to ~axlmize the preservatIon and enjoyment of the existing trees and foliaqe~ which act as a natural screen from all of the nei9hboring ho~es. The construction of the house yill not require the removal of any significant trees on the site. Host of the site (over 90\) will remain in its current natural condition. The site will be cleared of debris that has been dumped there over the years. The proposed ~se and lendscaping deslsn bas taken into consideratipn the City Staff~& desire to incorporate earth tcnes in the building finishes and to preserve the site's natural settinq. Spanish style architecture ~as selected because of the predominance of this style of .rchitect~re, and the importance of creating a ·villa-or -estate-type of feeling on the site, Which 1 The net .1te area was deterained by ta~ing the qrcss site area of 5.50 acres and de~uctinq easement areas end the area between the top of the Los Trancos Creet bant. as defined by the City, and the property line; approxi~ately 1.1 acres were lost when converting from qross to net site area. They stated that their -strongest recommendatiGn is to hook-up to the sewer system (as opposed to providing service via a septic system). Septic should be yie",'ed only as a last resort.-They a150 state~ that the code requires that a sewer sy6tem be used if available nearby. • -"'--" 0" / • , , • \ \ \ \ ·' .. , . o Project Description Paqe 3 o As noted above, the site f9r the pr~sed ainqle family residence 1. encircled by heavy yegetati~n and numerous large trees. M~netheless, to determine the potential visual impact from .~rrounding homes. a visual impact analysis was conducted. To perform this analysis. six red balloons Yere floated at the maximum height poi~t. of the proposed bouse~ Kore specIfically, balloons were floated (conservatIvely, at 19 feet at the tour points noted as -A-, and at 24 feet at tbe two points noted as -8· on the aerial plan (sheet A-I). ~hen, ph¢toqraphs ~ere ta~en from eleven different points. all in the direction of the proposed residence vith the attempt to locate the red balloons through the e~i5ting trees. Reter to the aerial plan (sheet A-1J for the location that the eleven photographs yere taken frem (shown as triangles). as well as the photogr~phs themselves (attached as the ·visual I~pact Analysis·). As can be noted frOD the pbotoqraphs. it is very difficult, if not impossi~lel to see the proposed residence from the surrounding homes (especially along Valley Oak: refer to pbotoqraphs 1 through 4), becaose ef the thick coveraqe provided by t~e existing trees and yegetati~n. The lack of open view between Valley Oak and the proposed residence Is also evidence~ by pbotoqraphs 9 and 10, which were taken looking towards the adjacent ho~e5. Keep in .ind that this analysis was cond, ucted without the benefit of the additional landscaping to be provided rrom the construction of the proposed residence. The tree coverage (and hence lack of visual impact) is even more pr~nounced when ~iewe~ alon9 Los Trancos Woods Road. In conclusion, the visual impact resulting from the proposed residence yould be neqliqible due to the heavy 9rovth of existing trees and vegetation. ------.... • Ie I I r ," r ! r f f t " -. i , I ,. ~ 1 1 • p .. ~ I . .. -~ , , ~."'" ., ... ~, .................
