Me~~rs of the Council: ~~rt in Brief This report requests that council approve the attached Amendment No. 3 to Consultant Agreement No. C-10B2 'With the firm of Aelytek, Inc~ in the amount of $260,000 to provide additional consultant services for' the Computer-Aided Mapping/Drafting System. Funds have been appropriated for the amendment in elF 18822, the utilities Department's capital I!JI(jrove:ment Program and the Storm Drainage Enterprise Fund Capital Improvement program .. Performing aerial photography. c. compiling a base map. both qraphic and digital. using photogrammetric stereo digitization equipment. d~ Converting this digital information to a format that is compatible with the hardware/software. system that has been selected by the City for this system. -1- CMR:154:91 o ) The agreement included mapping Areas 1 and 2 using funds budgeted in FY 1988-89 {see attach~d Map 1). The agreement also provided for mapping additional areas of the city as funds became available i~ the capital Improvement program. c~~ncil approved Amendment No. 1 to the agreement on July 10~ 1989 for mapping Area 3 usin.g funds budgeted in FY 1989-90 {CMR.: 348; 9) • Also, Council approved .A.reendment No. 2 on Septe~r 11, 1969 to provide impervious area mapping for the storm Drainaqe Enterprise Fund and topographi~al mapping fo~ Greer Park Impro',rements (CMR:4'2B:9). Amendment No. 3 will provide funding from FY 1990-91 for the mapping of Area 4 as sho~n on the attached Map 2. This area w"as chosen for mapping next because of several utility projects planned in the near future. The basemap created by the mapping will be utiliz;ed in the design of the utility projects. Because much of Area 4 lies within the FEMA designated Special Flood Hazard Area, the topographic infor&ation created by the project will be extremely useful to residents considering a sUbstantial house remodelling. It will provide elevations near the property so that the resident 'Will be able to detennine ~hether or not the house needs t~ be raised in order to comply with F~~ regulations. Thi~ new mapping information will be mad~ available to the public at the Public Works counter, Civic center~ 6th floor. Prior to aerial photography of Area 4, field survey werk will be required. This will include painting target control points on utility features such as manholes. Water soluble paint will be used so that the markings will be temporary. Articles will be plaCed ir. local newspapers informing residents of the painting beforehand. The actual field work will be accomplished within two ~o three weeks. GENERAL INI'OIUIATION This Scope of Consultant Services is for the purpose of acquirinq aerial photography and ground control, and fgr mappinq certain planimetric and topoqraphic features, to produce a baae (-Base Map~) ot the City of Palo Alto (the ·City·). The Base Map sball be utilized by various clepartlllents within the city to record their facilities. Phase I of this project is a Pilot Project for the mapping ot Areas 11 21 and 3 of the city as indicated below. Phase I also includes the services set forth uncIer Section VII of thia scope of Project. Phase Xl of this project i8 the .... ppinq of Area 4 of the City. as incllcated below.
