ANALYSIS PROJECT DESCRIPTIO~ The city of Palo Alto is requesting rezoning of two City-owned veIl sites which have been declared surplus and are no longer in use. A Comprehensive Plan Amendment is not required since both sites are currently designated as Single-Family Residential. The Middlefield Well site is an 11,25·0 squdre foot parcel located on the vest side of Middlefield Road bet.eEn xingsley Avenue and Lincoln Avenue. This site is proposed to be rezoned from PF. Public Facilities, to R-l, Single-Family Residential. Upon rezoning, the City ~ould apply for a certificate of Compliance to reinstate the underlying lot lines to create two 50-foot wide by 112-foot deep single-family lots~ consistent with lot sizes in the surr-ou,ndinq R-l neighborhood~ The city would either sell the t~o parcels for private developments or construct two single family residences to bold for investment purposes. The Seale Well site is a 20,650 square foct parcel (110 feet wide by 200 feet deep) located on the east side of Bryant Street between Lowell Avenue and Coleridge Aveuue. This site is p,roposed to be rezerned from PF, Public Fa·::ilitie:s, to R-l (92'9), Single-Family Residential Combining District. Upon rezoning, the City would sell the parcel for private development of one sinqle Camily residencea Both sites are located in residential neighborhoods and are surrounded by single family homes. Tha ~ells and associated buildings have not yet been removed from the sites, ho~everr they vill all be removed prior to development of the sites. BACgGRO(JND In May of 19BB~ the Utilities Department prepared a repoxt on the condition of the Palo Alto water well system, ~hich included a recommendation that four of the City's ten well sites be abandoned. The City Council adoptEd this recommendation, and in :Kay of 199'0, directed the City Real Estate Division to seek rezoning to allo~ single family-residential uses for two of the sites~ the Middlefield Well and the Seale Well. ISSUES OF CONCERN If a Certificate of Compliance to create t.·o parcels is granted for the Middlefield Well site, development under the R-l zoning wellsite.sr Ijt 9/21/90 3 • \ \ , I-it <~--, .. [ • . ~ , l l -, ..... -:.~. As a single parcel, this site ~ould be allowed total floor area of 4,125 square feet. Under R-l (929) ~oning, the Seale Well site could be developed with a total of 6,000 square feet of floor area (the maximum allo~ed in the R-l zone) • There are a numbEr of large trees located on both sites. The Kiddlefield Well site includes three eucalyptus and five conifers.. en the Seale Well site, there are numerous oak trees and conifer trees. It is reccmmended that as many of these trees as possible be saved .-ben the sites are ultimately developed. An arborist should be retained to evaluate the health of the trees and recommend tree protection measures. RECOMMEMDATIOlf Based on the findings outlined below, staff recommends that the Planning commission recommend that the City Council: IJ Adopt the attached Negative Declaration; and 2) Adopt the attached ordinance~ amending the zoning ma~ for the Middlefield ~el1 site from PF~ Public Facilities, to R-l~ Single-Family Residential and for the Seale ~el1 site frOD PF. Public Facilities, to R-l {S29), SIngle-Family Combining District. FUIDU!GS 1. 2_ Rezoning of the Xiddlefield Well site and the Seale Well site is in accord with the purposes of the Zoning Ordinance and Palo Alto's Comprehensive Plan, in that both sites are currently designated Single Family-Residential in the Comprehensive Plan and are completely surrounded by single family development. The rezoning will not result in ~_ny si-3nificant adverse environmental 1mpacts~ as documented in the attached Negative Declaration. 3. Future development of these sites will be consistent with City Zoning and Building Codes~ ~cause permits ~ill be r~~ired fer all demolition of well buildings and all new residential con5tructi~n. wellsite.sr Ijt 9/21/90 4 .
