Tbe committee unanimously approved staff's recommendations. Sta~frs recommendations to council remain unchanqed except for an addition to recomzendation (b), resultinq from the Committee's discussion of the related issue of guidelines for citywide use of road bumps. AOOITIONAL INFORMATION ON cowpER STREET BillIPS--(HPNA RECOMMENDATION QHll HPNA recommendation one is to move one existir~ road bump and add two new road bumps on Cowper Street, as originally explained in CMR:568:0, page 2. Staff's recommendation not to move any of the existing buwps on cowper Street was based on the SOO-foot spacing originally specified ror the citywi4c guideline. As a result of the Noveaber 20 Policy and Procedures committee discussion l staff is now proposing a minimum spacing of 350 feet between road bumps (refer to related CMR lS6:91j. If adopte1. by CO'!Jncil, the 350-foot minilllWl spac1ll9 would permit the Cowper street bUl:lps to be relocated closer together, as desired by HPNA. There are two options for relocating the Cowper street bumps. The first is to remove the existing: bump on Cowper Street, between Marion and Colorado Avenues, and insta.ll two new bumps in this segment. The resultant spacing would be only about 340 teet {i.e., slightly less than the proposed Dinimum of 350 feet). The ClIR:185:91 .. Both options would result in considerable extra cost~ and 'Would req·,;.ire consideT3.ble staff time to conduct neighborhood outreach and determlne the eX3~t ne~ ~oad bump locations. Approximately $11.000 remains in the original Midtovn Road Bump Capital rmprovem·~nt Project (CIP), but $5,000 must be reserved for th(!o signing and striping charlg-;s 'IIIhich staff recommends below. Thus~ either option for modifying the Cowper street bumps would require funds in excess of ~hat remains (or this project. In conclusion, staff still ~o~s not recommend that any changes be :made in the loc~tions of the e)£ist ing road bUT;;1PS on Cowper stre~t; and,. hence, that no action be taken on HPNA recommendation one. Sta.ff had concurred with this recommendation, as explained in CMR:S68:0,. page 3. As a result of the November 20 Policy and procedl.lres C01n1!littee meeting" staff is now proposing changes to the cityvide guideline relating to ~i_gD.ing of road bumps (refer to related CMR laE~gl). If Council adepts the signing chal1gf"S~ staff would recommend t~at these chang~s also be made to the existing Midtown bumps4 Tbe total cost of the signing and striping changes for the Midtown bumps 'Would be apprcxhnately $5,COO and could be funded from the original Midtown Road Bump elP.
