Background

modification to the Police
A project for the structural improvements to th~ Police Department
wing was approved as part of the 1990-91 CIP budget. The project
includes the addition of concrete shear walls on three sides of the
building wing, extending from level C of the parking garage to the
roof.
In November 1990 staff received bids f~r the work~ The low bid of
$1,0;1,000 was significantly above the project bu~et of $500~OOO.
As a result, all bide were rejected. In order to reduce project
costs, sta~f made modifications to the contract documents base~ on
feedback from contractors who bid the work. The changes included
extending the lenqth of construction time, allowing the use of non
union labor, reducing the scope of demolition work, specifying a
siaplified structural connection between columns and walls, and
peraittinq alternate methods of placing concrete.
Piscussion
on Oecember 12, 1990, seven bids were received for the modified
project which ranged from $929,092 to $~/177/515 (see attached bid
summary). Although the low bid is almost $150,GOO below that of
the original project, it is still significantly above the existing
budget of $500,000.
Given the budget shortfall, it is recommended that all bids be
rejected. Staff will investigate aiternate reinforcement methods
in an attempt to make further reductions in the construction cost~
Any new method would require a redesign and Architectural Review
