Reoort In Brief
This report recommends that the City Council approve and
authorize the mayor to execute an agregment in the amount of
$108,816~OO with Pover Technoloqies s Inc~w to provide consulting
and er..gineerinq services fo~' a new Oil Pumping and Pressurization
Plant for the High-Pressure Oil-Filled (HPOF) cable system
operated by the Electric Utility. In addition, staff recommends
that Council authorize the city Mdnaqer or his designee to
negotiate ~~ execute one or more change orders to the agreement
to cover additional related but unforeseen work which may develop
during the project. The value of these change orders shall not
exceed $11,000.00.. Funds for this project are available in the
Electric Fund Capital I~prov~ent Progra~ in FY 1990-91 from
funds carried o-.-ar .from CIP PI'"oject '8914.
There are two 60,000 Volt subtrans~ission cables which run
underground between the Colorado Power station near Bayshore
Freeway and substations in the stanford Industrial Park.. These
cables consist of two steel pipes containing the 60,000 volt
cables. To -aintain the high voltage capability of the cables,
the pipes are filled with an insulating oil and kept pressurized
to approximately 200 pounds per square inch. The cables are
critical to the operation of the electric system as they normally
carry 65 percent of the electric power used in Palo Alto.
On July 6, 1989. Council approved an agreement (ref. CKR358:9)
with pirelli-Jerome to study the City's HPOF cable system and

recommend necessary reliability i.provements~ The study
recommended, and staff concluded that~ an additional Pumping and
Pressuri~ation Plant is neede~ to provide redundancy to the
existing 20 year old plant oriqinally installed at Park Boulevard
Switching stat1on~ This will improve system r~liability by
providing an additional pumping station to operate should the
existing station fail during heavy load times. Staff further
concluded that, ~ue to the very specialized field of HPOF system
design, a oonsultinq enqineerinq firm should prepare the deSign
drawings and construction speCifications under an agreement with
the City.
Congultan~lection Process
A request tor proposals was sent to several consultants~
proposals were received from Power Technologies, Inc~ (PTrj,
Pirelli-Jerome, Inc~, SAi Engineers, Inc., and CH2K Hill. Power
TeChnologies Lnc~ (PTI} was selected, since their proposal vas
the most complete submittal meeting our specifications. PTI
also has recent experience with a very similar design project for
another utility. Staff received positive r~ports from two of
their aost recent references. Neither SAl Engineers nor CH2M
Bill could reference any recent experience with this type of
desiqn~ While Pirelli-Jerome offers considerable experience in
pumping plant design, staff felt that PTI could prepare
specifications that other manufacturers besides Pirelli could
also bid on, thereby providing Palo Alto the most options.
FUnds are available for this project in the FY 1990-91 Capital
Improvement Proqram in the amount of $261,002.00 for the 60-KV
pipe type cable oil system improvement project. Due to the
specialized technical nature of this project, staff recommends
contracting outside of the enqineering department for these
services. When the design is complete ~nd the actual scope of
CO~l$;truction is known, staff will prepare a revised estimate of
the construction costs for the plant. Since outsi~e engineering
costs are higher than oriqinally antiCipated, a budget amendment
may be necessary if the present funding is not adequate~

I. GENE~
This exhibit summarizes the scope of work for consulting
engineering services to design, and commission a ne~ oil
Pumping and pressurization Plant~ The ne~ plant shall
provide redundancy for an existing plant already in service
in conjunction ~ith the city's High-Pressure Oil-Filled
(HPOF) Pipe-~ Electrical Cable System. The ne~ plant
shall be self-contained and enclosed, and located at the
Colorado Substation (COP) in Palo Alto, Ca~.
II. ~
A. Review ExistJng Systru!!
The consultant shall conduct a thorough review of and
become familiar ~ith the existing HpOF cable system
which includes the existing pumping system. This
review shall include site visits, physical inspections
of the existi~9 HPOF systen and meetings ~ith Engineers
and system operators to determine system
characteristics.
B. Design p~.mpAng Plant
1. Prepare Design Criteria
The consultant shall prepare a Design criteria
Document and submit to the City tor revie'*'~
Comments by the City shall be incorporated. This
document .. 'When approved by tt~e City, \od 11 form the
bas.is for the de.tailed design and specification
preparation. It shall include but not be li.ited
to preliminary hydraulic scheme, physica!
arrange~ent and placement of the pumping plant
within COP, hydraulic connection location,
enclosure type, and general operating theory in
conjunction ~ith the existing system~ The
consultant shall submit three e3l copies to City
staff for review and approval.
The design of the plant shall be a5 recommanded by
Pirelli-Jerome in their recently completed revie~
and recom.'tlendation for an additional pumping
plant.

2 ~ Detailed Design
Based upon the approved Design Criti:::rla,. the
consultant shal! prepare detailed, pressurization
plant design drawings, specifications, and
documents complete and ready for bidding and
subsequent construction~ These shall include# but
not be limited to th~ following:
a. site plans
b. Piping Layouts
c. piping and Instrument Drawings
d. Mechan!cal assembly
e. Welding Details
f. Electrical schematics and wiring diagrams for
control, alarm, lighting, and power circuits.
g. Foundations
h. structures
i. Cathodic protection (interface with existing)
j. SCADA interface
k. Estimated Project Schedule
1. Procedure for connection to existing system
m. Material List (for instaillng contractor)
n. Cost Estimate

city personnel will perform construction coordination
and routine inspection services~ The consultant shall
schedule the necessary inspections at critical
construction milestones to enable proper quality
assurance and understanding of the system. The
consultant shall prepare procedures and coordinate the
integration of the ne~ plant with the existing system.
The consultant shall coordinate testing and start-up of
the new system. The consultant shall provide -As
Built-dra ..... ings.
D. Training '_O&~ Manuals
The consultant shall prepare a complete operating and
maintenance (0&14:) manual for the completed HPOF cable
system~ The manual shall provide the reader ~ith a
complete discussion of the theory of operation, testing
and maintenance, recognition of problens, operation
during emergencies and alarm conditions, etc .• The
consultant shall provide training for City Engineering
and Operations personnel~ Training shall consist of
two days classroom training covering the principles of
design and operation of the plant. The consultant
shall prepare and present enough written course
£Iaterlal for a maximum of 12 persons.

The consultant shall submit to the project Engineer, in
triplicate, copies of all calculations, sketches~ diagrams,
documents, etc. relating to all parts of the design for
review and approval.
The consultant shall provide full-sized fin.).1 drawings on
mylar film for reproduction by the city~ copies of data
diskettes for computerized drawings sh~ll be given to the
City for future use in its CAD system. The final design
package shall consist of all drawings and construction
specifications, in reproducible form , 8S necessary to enable
the City to make copies and distribute to construction
contractors for bidding.
Prior to on-site training, the consultant shall submit three
copies of the O&M manuals for review by the City. The
consultant shall allow 10 ~orking days-for the City to
review and comment~ Comments by the city shall be
incorporated and a mini~um of five tinal approved copies
shall be given to the City. The final copies shall be
distributed at the t~aining class.
IV. Schedule
Final design docump-nts shall be complete~ within 120
calendar days following receipt of the notice to pr~eed.
It is anticipated that a construction contract will be
a~arded by the City within 90 calendar days following
receipt of the final design documents. At that time, the
construction schedule ~ill be k~o~.
The City and the consultant 'Will then negotiate the tiDdng
and scheduling for the construction review and commissioning
of the plant. Training shall be coordinated ~ith the start
up of the plant so that city pe.rsonnel ~ill havE: been
train6d prior to the actual start-up.
The city agrees to exercise due diligence in performing its
revieW' and approval tasks~ Ordinarily, time fo.:-city revie-.."
will take no longer than 10 working days fol~o*ing receipt.
v. Insurance
Reference Insurance Requirements herein (Exhibit ·e n ). All
requirements therein shall be maintained throughout
agreement period. certificate must be received by the CITY

project and will provide an accounting to the City by day
and task.
Travel and livinq charges for the consultant a~d
Subconsultant shall be a pass-through to the City; there
shall be no ~ark-up by either orqanization.
III. MiscellaneQUs ~xp~
Miscellaneous e~penses by Power Technologies, Inc4 for
routine items such as phone calls, printing, postage,
overhead, etc4 is included in PTI'S rate strccture and will
not be 6epar~tely invoiced.
IV. SI1bconsultant
The city acknowledges that POW2r Tec~~ologies. Inc. will
hire Sargent , Lundy as its sole subconsultant to provide
architect and engineering services. All payments by the
City under this agreement will be made directly to Power
Technologies, Inc.. Handlirt9 charges for direct labor and
material and miscellaneous expenses by sarqeryt , Lundy shall
be billed at PTI's cost plus 2' maxim~. Effective Karch 1,
1991 the handling charge shall be allowed to increase to 5'
.aximum per PTI's rate policy FIN-2. Power Tec~~ologies
Xnc. shall be the pri~ary consultant for this project.
