HomeMy WebLinkAbout0139.091February 1, 1991 HONORABLE CITY COL~CIL Palo Alto, california , '.- 1 TRAFFIC SIGNAL INSTALLATION AT EAST BAYSHOBE FRONTAGE ROAD A.HJ2 lAURA LANE -AWARD OF CONSTRUCTION CONTRACT Members of the cooncil: REPORT IN BRIEF This report requests that council award a contract in the amount of $40,640 to Rosendin Electric, Inc. for installation of a traffic signal at the intersection of East Bayshore Frontage Road and Laura Lane, and authorize staff to execute one or more change orders to the contract in an amount not exceeding $4,100. BACKGROIDlP Tne subject intersection is a -TW intersection. Currently, East Bayshore Frontage Road is a through street and traffic on Laura Lane bas a stop sign. In response to concerns raised by the Post Master regarding operating and safety issues at this intersection r and a request for installation of a traffic signal, staff conducted a traLfic signal warrant study. An evaluation ot traffic signal warrants determined that conditions at the intersection met the following warrants; Wiu-rant No. 1 Warrant No. 2 Warrant No. 9 Warrant No. 11 Minimum Vehicular Volumes Interruption of continuous traffic CllIet by 80%1 Four Hour Volu.a Peale Hour volume Since the intersection met four warrants, it ~as decided to install 6 traffic signal at this location. Tbe traffic signal will help facilitate aovements in and out of Laura Lane. A sum of $125,000 was approved by the city Council in the 1989-510 Capital Improvement Program (CIP), Electric Fund, for installation of the siqnal. Staff recommends that the bid of $40,640 submitted by R¢sendin Electric, Ine. be determined to be the lowest responsible bid, and that the contract be awarded accordingly. This bid i. 32 percent below the enqineer'~ estimate of $60, O{lO. Th.e pri.ary reason for the low bid (and the enqineer's esti.ate) be1nq substantially les8 than the original CIP funding of $125,000 1s due to th~ fact that staft ordered the traffic siqnal controller, cabinet, and standards in advance at a cost of $18,000, and .,-111 supply them to the contractor. Normally, contractors. do not .tore these iteas; and it could take up to 90 days to secure the equip.ent after the order is placed. In acklition, the plans were re'Jiewad by the Palo Alto Bicycle Advisory COlUlittee .. and its commer-i.. have been incorporated into the design of the project. I!IIVIl!ONMENTAL ASSESSMENT lnatallation of traffic signals is categorically exempt under the California Environmental Quality Act, Class I, Section 15301. RECOMMENDATION staff recOllmends that Council: 1) Approve and authorize the Mayor-to execute the attached contract with Rosendin Elec~ric, Inc. In the amount of $40,640 for installation of a traffic signal at the ir,tersection of East Bay-shore Frontage Road and Laura Lane. 2) Authorize staff to negotiate and execute one or more change orders to the construction contract with Rosendin Electric Inc. the amount of which shall not exceed $4,100.
